Salary & Benefits: Between £14,338 and £18,046 per annum dependant on relevant experience, an annual cost of living allowance of £5,572, insurance cover, accommodation and return flights.

Context and BackgroundMerlin has been working in Somalia since 2003, and works in partnership with other agencies and the Somalia Support Secretariat. In Somaliland, Merlin, with support from GFATM/UNICEF, is involved in provision of technical support for malaria control and prevention to Ministry of Health and Labour and partners. Merlin is seeking to recruit a Malaria Zonal Coordinator to be based in Hargeisa, Somaliland.
Main purpose of the rolePerform the role of mentor as a direct counterpart to the MoH zonal malaria focal point in order to enhance institutional and human resources capacity at zonal, regional and district level for malaria activities
Overall Objectives (scope)- Monitor and evaluate (M & E) the programme activities of partners within the zone through regular Joint supportive supervision visits and review meetings. And together with MoH zonal malaria focal point, develop a joint M & E plan
- Enhance malaria case management, rational use of drugs,, prevention activities organized through the facilities and IEC within the zone.
- Support the development and roll out of a standard training package for malaria for the various cadres of health staff.
ResponsibilitiesManagement
- Responsible for the programmatic and financial follow up of the project.
- Responsible for all malaria related purchase orders from the zone in collaboration with the Malaria Technical Coordinator and regional logistics office in Nairobi.
- Follow up the zonal budget and report on the programmatic and financial progress of activities to Malaria Technical Coordinator.
- Participate in team meetings for the Merlin Somalia programme and Merlin regional fora as required.
- Responsible for data collection and collation, and contribute to the analysis and preparation of monthly and quarterly reports.
Programme Tasks- To support partners in building consensus and harmonizing malaria control policies and strategies for Somalia ensuring participation and collaboration of the local authorities
- Build consensus with the local authorities (MOH malaria focal points (MZFP) on malaria technical issues.
- Support strategic and technical planning at national and sub-national levels.
- Participate in and facilitate the quarterly review meetings and malaria working group coordination meetings at zonal level.
- Preparation of a M&E plan in collaboration with the MOH focal point and other partners.
- Support the development/review of malaria strategic papers including treatment protocols, ITN strategy, malaria communication strategy and the national strategic plan for malaria control and prevention.
- Provide technical support on:
- The design, implementation and analysis of malaria related surveys (KAP, MICS, drug sensitivity).
- Assist the Malaria Technical Coordinator on evidence-based review of the malaria national strategy.
- Assist the Malaria Technical Coordinator on Malaria related operational research.
- Assist the Malaria Technical Coordinator in establishing/reviewing an emergency preparedness and response (EPR) plan for malaria.
- Guidelines for malaria EPR.
- Action plan for emergency response (responsibilities, activities, monitoring).
- Provide technical support to the design, implementation and sustainability of strategies for malaria laboratory diagnosis in Somalia among GFATM partners.
- Compile and analyze the information of all evaluations done and provide feedback to the malaria management team and working group.
Support all partners of the GFATM Malaria Program in the design, implementation and monitoring stages of their respective activities ensuring effective implementation of strategies.
- Provide technical support for (joint) technical supervision of malaria activities:
- Establish a supervision plan for the zone in collaboration with the MOH and other partners for the supervision of health facilities.
- Establish standard supervision forms.
- Organize and participate in the supervision of the health facilities in collaboration with the MOH, UNICEF, WHO and CCM Italy.
- Provide technical support for data collection and analysis.
- Review routine data collection through HIS in collaboration with MOH, UNICEF, WHO and CCM Italy.
- Surveillance data in collaboration with MOH and WHO.
- Consumption follow-up data in collaboration with implementing partners.
Support capacity building among partners and key stakeholders for malaria case management and epidemics preparedness and response.
- Provide technical support to the development of standard training guidelines and training materials, ensuring that outputs are in line with WHO/RBM guidelines.
- Organize, facilitate and evaluate training of trainers on malaria case management and epidemic preparedness and response.
- Identify and/or organize international training for zonal focal points, malaria program managers and key stakeholders.
Person SpecificationEssential
Qualifications, experience and competences
- Medical Doctor/Nurse with postgraduate qualification in public health or related field.
- Extensive experience in management of relief and development programmes
- Strong international health project management skills and experience
- High professional commitment to provision of high quality health programs
- Able to live, work and travel in an insecure environment, following strict security guidelines at all times.
- Strong communication skills, with excellent written and spoken English
- Confident and proficient in the use of MS Office and EPI info
- Experience of establishing strong working relationships with colleagues from different functions and cultures
- Experience of a flexible approach to managing and prioritising a high workload and multiple tasks in a fast paced environment with tight deadlines
- Experience of proactively identifying and addressing issues
- An understanding of and commitment to Merlin’s mission and values
Desirable
Qualifications, experience and competences
- Experience in training of health workers, training needs assessments and needs-based participatory training
- Experience in monitoring and evaluation of projects/activities and in implementing quality control/assurance mechanisms
- Previous experience working on malaria control programmes and the implementation of ACT/RDT
- Knowledge of Somali language
