Relief International (RI)
Closing date: 01 Aug 2009
Location: Somalia - South Sudan

Location: Time split between South Sudan (Upper Nile State), Somalia (Galkayo), and Nairobi, with travel to other locations as needed (i.e. Juba, Addis Ababa, etc)

About RI: Relief International (RI), is an international relief and development agency with cross-sectoral programs bridging relief and development, currently seeks Program Director for a Water, Sanitation and Hygiene program in South Sudan and Somalia.

Position Summary: The Program Director will be responsible for overall management and oversight of an integrated Water, Sanitation and Hygiene program in Somalia and South Sudan. The Program Director will serve as the point of contact and will liaise with the donor, government ministries and other organizations, and will
collaborate closely with RI HQ.

ESSENTIAL RESPONSIBILITIES AND DUTIES:

- Strategic direction and overall supervision and successful implementation of the program.
- Overall development and oversight of program work plans (interim and annual) and budgets based on expected program outputs and results.
- Liaise and consult with USAID, acting as the main representative and principal interlocutor.
- Manage partnerships with international organizations, local ministries and municipalities, and civil society organizations.
- Ensure sound administrative practices with regards to record keeping, compliance with USAID regulations, communications, etc.
- Fulfill all USAID reporting requirements.
- Ensure regular communication between Field Offices in South Sudan and Somalia and HQ; this will include submitting required program reports in an agreed upon format.
- Manage recruitment of national staff and ensure that all internal administrative and HR policies and procedures are followed in accordance with established RI and USAID standard practices.
- Supervise and provide support to local and international consultants and staff hired to assist and work on the program.
- Travel to all program sites in South Sudan and Somalia to ensure the well performance and implementation of the program.
- Coordinate activities internally with other RI programs in South Sudan and Somalia.
- Assist with and write concept papers and proposals, and draft budgets as needed for program development.

QUALIFICATIONS & REQUIREMENTS:

This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.

- Solid and demonstrated commitment to helping people in complex, difficult and austere environments
- Ten or more years of experience in senior project management, preferably in the field of organizational capacity building and/or sub-granting.
- Experience managing field-based programs of scale, preferably on USAID programs.
- Experience in program design and implementation particularly targeting socioeconomically marginalized communities in complex emergency and post-conflict settings.
- Ability to live, work, and travel within South Sudan and Somalia.
- Previous experience in Sudan or Somalia; experience both countries highly preferred
- Fluency in English required; proficiency in Arabic strongly preferred.
- Excellent diplomatic, interpersonal, and communication skills.
- Demonstrated decision making, problem solving, and team building ability.
- Experience administering sub-grants is preferred.
- Experience with civil society and community-based approaches is preferred.

Salary: Commensurate with experience and qualifications
