Qualified Somali Nationals are invited to apply for the position of Health Officer, Malaria to be located at the UNICEF Bossaso office. The successful candidate will be offered a Fixed Term Appointment for one year. Further extensions will be based on organization needs, funding availability, and satisfactory performance.


Purpose of the Post:
Under supervision of the Accelerated Child Survival and Development Specialist, the Health Officer will assist in the Implementation of the malaria and health systems strengthening activities set forth in the Annual Work Plans. More specifically in the following areas: management, monitoring and planning of activities and coordination with all partner agencies operational in the zone (UN, International and national non-governmental organizations and local authorities)

Major duties and responsibilities:
 Draft, implement and monitor activities in a timely and efficient manner. Act as the first point of contact for zonal partners implementing malaria control and health systems strengthening activities. This includes reviewing and following up Programme Corporation Agreements (PCA’s) and Annual work plan development and implementation.
 Manage implementation of activities under UNICEF’s direct responsibility including operational research, Long Lasting Insecticide Treated Nets (LLIN) distributions, strengthening case management at MCH/HP levels and HMIS.
 Monitor the flow of supply assistance to partners to ensure timely provision at health facility level. Draft supply plans and forecasts. Monitor supply by collecting and recording information on inventories, distribution and utilization.
 Develop monitoring plans of partner activities. Carryout regular monitoring field visits and spot checks individually and jointly (with MOH, WHO, FSAU, NGO, colleagues) of activities such as of supportive-supervision visits, training, workshops, etc. Verify documents/reports submitted against actual activities. Support partners to ensure that the objectives of the program are reached including facilitating discussions with MOH as needed.
 Liaise, communicate and plan with partners including the Ministry of Health, key NGO partners in zone regarding implementation of activities to ensure integration of services. This includes coordinating and participating to regular technical working group/coordination meetings and developing joint work plans. Facilitate visits from LFA, consultants and others involved in supporting the activities.
 Collect, analyze health facility and community data and produce reports for monitoring purposes on a quarterly basis. Maintain files that will be subjected to LFA review. Provide regular other relevant information and updates to the Malaria Manager as required.
 Collaborate with health colleagues at zonal and USSC levels to ensure strengthening of malaria control and health systems strengthening activities, including strategies on capacity building of health workers and community mobilization.

Qualifications, experience & Skills

 University Degree in Health, Nutrition, Social Sciences or other suitable field
 Five years professional work experience of which two years should be in progressively responsible work in programme planning, monitoring and evaluation in related field
 Fluency in English and the local working language of the duty station is required. Knowledge of another UN language is an asset.
 Analytical, conceptual communication skills are required.
 Planning and monitoring skills; ability to organize work & projects.
 Ability to make timely and quality judgments and decisions.
 Computer skills, including internet navigation, and various office applications.
 Ability to work in a multi-cultural environment, and establish harmonious and effective working relationships both within and outside the organization.
 Skills in transferring of knowledge through training.
