OBJECTIVES OF THE PROGRAMME :
The overall objective of the Tuberculosis (TB) programme is to reduce mortality, morbidity and transmission of the disease until it no longer poses a threat to public health. This can be achieved through increased implementation of the Stop TB strategy and strengthened tuberculosis control that apply effective strategies and policies, including those on tuberculosis/HIV co-infection and multi-drug resistant tuberculosis. Extensive involvement of communities, health-care providers, NGOs and other partners, with support of WHO country office that promotes TB partnership and strengthens surveillance, monitoring and evaluation. 
Description of duties:
In close collaboration with the Ministry of Health (MoH) and under the direct supervision of the TB Medical Officer and the guidance of the technical unit in the Eastern Mediterranean Regional Office (EMRO), the incumbent will perform the following duties and responsibilities:

1) Provide technical support and expertise to the MoH and other partners for programming, planning and implementing tuberculosis control programmes. Promote and support the implementation of the Stop TB strategy at country level;
2) Develop national supervisory and monitoring systems to ensure proper implementation of the Directly Observed Treatment Short-course (DOTS) activities;
3) Strengthen TB surveillance system;
4) Assist the MoH in the development of technical guidelines, training materials and implementation tools for TB control in accordance with international guidelines and best policies;
5) Assist MoH and other partners in introducing and scaling-up Multi-Drug Resistant TB and TB/HIV collaborative activities;
6) In collaboration with the MoH and other partners, organize and conduct trainings on control of tuberculosis;
7) Collaborate with MoH and other partners in the estimation, procurement distribution and quality assurance of anti-tuberculosis medicines and supplies;
8) Contribute to the preparation, implementation, monitoring and evaluation of the activities supported by the Global Fund to fight against HIV/AIDS, Tuberculosis and Malaria;
9) Ensure that information on progress in the implementation of the TB activities nationwide is shared regularly with all partners, WHO Country office and EMRO technical unit.
 
REQUIRED QUALIFICATIONS
Education:
Essential:
University degree in medicine.
Desirable:
Post graduate training in public health or epidemiology.

Functional skills and knowledge:
- Thorough knowledge of principles and programmes of Primary Health Care (PHC) and Communicable Diseases programmes.
- Ability to work with local community in particular rural level in setting priorities and development of action plans.
- Skills in setting up of health priority programmes in complex emergency situations and difficult circumstances.
- Skills in planning, managing health services and coordination of programmes.
- Ability to prioritize, organize, manage and adapt management style according to needs.
- Ability to build and motivate teams and work under pressure.

Other skills:
- Sound knowledge in planning, implementation and evaluation of TB programmes.
- Ability to work with minimal supervision.
- Documentation and report writing skills is necessary.
- Initiative and adaptability to work in frequently changing context due to the chronic complex emergency prevailing in Somalia.
- Excellent interpersonal and communication skills.
- Knowledge of Office Software Applications.

 
Experience:
Essential:
- Five years of working experience in planning and implementation of TB control programmes.
- Experience in working with local community and national authorities.

Desirable:
- Working experience in complex emergencies.
 
Languages:
- Excellent knowledge of English and Somali.
- Working knowledge of Arabic or another UN language is an advantage.
