INTRODUCTION
Save the Children is the world's largest independent organization, working for the realisation children's rights in over 120 countries worldwide. Save the Children is made up of 27 member organizations across the globe. Through Unified Presence, Save the Children aims to create a stronger voice for children by integrating its individual country operations in all countries where more than one Save the Children Member organizations operate. This will result in one organization at national level in each country and a unified programme delivery structure for all Save the Children Alliance Members.
Save the Children has been working in Somalia and Somaliland for the past 40 years. Save the Children has a unified presence in Somalia and Somaliland since January 2010 and is working in the thematic areas of education (including skills training for youth), child survival (health, nutrition & livelihood, emergency), child protection and child rights governance. Save the children has offices to coordinate its operations in Somaliland, Puntland and South Central Somalia under the country office.
JOB PURPOSE
Save the Children in Somalia/Somaliland would like to recruit a highly motivated and experience manager in the area of child rights and protection as Programme Manager to develop, lead, manage and coordinate its works of child rights governance and protection.
The programme to be managed by the sought candidate comprises of two components. One component aims at the prevention and response to all forms of violence against children by establishing national child protection systems in Somaliland. The second component is aimed at the protection of rights of displaced, refugee, returnee and other children affected by the complex crisis in Somaliland.
KEY ACCOUNTABILITIES
Planning and Resource Mobilisation
Initiate, prepare and/or take part in preparation of SC's child rights governance and protection strategy for Somalia/Somaliland
Initiate and/or develop new project ideas, concept notes and proposals as per the requirements of SC and donors
Play an active role in identifying possible opportunities to support ongoing and/or new initiatives within the sector
Ensure that SC's child rights governance and protection work takes root in developing and empowering civil societies and children with the goal of establishing an active and vibrant society that could effectively defend their rights, and enabling duty bearers towards discharging their responsibilities for lasting improvement of children's live
Program Implementation, Monitoring and Reporting
Oversee the implementation of child rights governance and protection projects in Somalia/Somaliland
Ensure effective coordination of activities and resources between projects, partners with a view of achieving synergy. In this respect, take a lead in ensuring that projects are guided and implemented on the basis of thorough planning
Ensure that child rights governance and protection program is undertaken based on the partnership strategy of SC and take appropriate actions in this regard
Provide hands-on technical guidance to project managers, program officers and partners on implementation and management of child rights governance and protection projects
Ensure the application of participatory learning and action approaches to promote children especially girls and communities ownership of the programme
Seek and apply innovative approaches in planning and implementing child rights governance and protection projects
Ensure that effective and efficient monitoring and evaluation system is put in place and utilised not only to track project progresses and outcomes but also demonstrate SC's accountability to children, document and share lessons and good practices for future planning
Ensure that project/program progresses are reviewed regularly with the participation of children and partners at different levels
Ensure the preparation and submission of periodic and quality project reports (narrative and financial) as per SC's and donors' requirements.
Budget and Administrative Management
Ensure the operation of essential management systems (accounts, administration, personnel, logistics and communications) in support of child rights governance and protection programs
Ensure that effective budget management system is in place and applied that help track not only expenditures against budget but also with actual project implementation status within SC and partners
Support managers and staff of child rights governance and protection through provision of appropriate guidance and technical assistance to effectively manage their project budgets
Ensure the security and safety of child rights governance and protection team.
Staff Management
Oversee major staff management issues in consultation with his/her line manager (Regional Manager) and other relevant managers
Apply performance management system to plan his/her own and team members' performance objectives/indicators for the purpose of effectively assess, support, retain and develop staff
Ensure the development and implementation of capacity building initiative aimed at enhancing the competency of staff in identified area
Ensure that the human resource working under child rights governance and protection programs of SC and partners is utilised in most efficient manner
Promote the recruitment and retention of female staff in his/her team.
Representation, Coordination and Collaboration
Represent SC in child rights governance and protection related discussion and coordination fora in Somalia/Somaliland
Undertake stakeholders analysis of child rights governance and protection actors in the country and suggest for possible areas of coordination and collaboration in the sectors
Ensure that SC's networking and collaborative efforts are guided by thorough understanding of the context and objectives /results that could be followed up and measured
Proactively identify potential external challenges and opportunities within the child rights governance and protection sectors and advise the Senior Management team.

PERSON SPECIFICATION
Essential
Degree in social science, child development, human rights or related field
At least 6 years extensive international experience in managing/implementing child rights governance and protection programs/projects in a fragile operating environment including working with children affected by conflict
Strong project/program designing and planning experience and skills in the area of child rights governance and protection
Excellent understanding of child rights programming and appreciation of the situation of children in a holistic manner
Proven experience in working and developing the capacities of civil societies and staff
Solid knowledge base and practical experience in community based child protection approaches, including experience in participatory approaches (PRA/PLA) and child participation methodologies
Strong coordination, collaboration and networking skills
Extensive experience in child sector policy and practice analysis and working with state and non-state actors on policy advocacy related to child rights governance and protection
Self starter and ability to work and manage with minimum supervision
Commitment to Save the Children's Child Protection Policy
Strong computer skills, including the use of email and the internet.
Fluency in written and spoken English
Desirable
Experience of working in politically unstable situations
Ability to communicate in Somali language
Training and facilitation skills
