Country Representative
Tropical Health and Education Trust (THET)

THET is an international development organisation committed to improving health services across Africa and Asia. In Somaliland, we work with the government and various partner organisations, including Kings College Hospital, to rebuild the country's health systems following years of insecurity. THET's work in Somaliland has a particular focus on Maternal and Child Health.

Country Representative - Somaliland (£26,000 - £30,000)

Main Purpose

To act as THET’s representative in Somaliland, be the in-country focal point for coordination with key stakeholders, manage THET’s Somaliland Office and ensure quality delivery of key aspects of programme implementation.

Accountability
The Country Representative is accountable to the Somaliland Programme Manager. S/he will work very closely with partner organisations (in the UK and Somaliland) and with colleagues in all THET teams.

Main Functions

Coordination

• Represent THET at external meetings with donors, NGOs and partners as appropriate, in Somaliland and Nairobi and attend selected Somalia coordination groups based in Nairobi.
• Build good relations with national authorities, partners, international and national organizations, donors and other organizations represented in the country/region.
• Facilitate excellent coordination of activities between stakeholders, THET Somaliland and THET UK.

Operations

• Ensure THET’s Somaliland Security protocols are adhered to by staff, volunteers and consultants whilst in country; maintain relationships and networks to ensure knowledge and protocols are up to date and appropriate; work with THET UK to disseminate information, review security levels and respond to security-related situations; ensure staff, volunteers and consultants have comprehensive in country briefings and support.
• Manage the Country Office, including personnel, security, fixed assets, financial assets and other resources in accordance with THET procedures and regulations.
• Ensure country-relevant personnel and administrative policies and procedures are adhered to and updated as required.
• Recruit, hire, and supervise national staff, including staff development, performance planning and review. Ensure that all staff are familiar with and work toward the long-term vision and strategic goals of THET.
• Analyze and liaise with THET UK social, political, and economic trends that may affect THET’s country plan or the security of personnel.
• Ensure financial management of country office and supervised programs including preparation and timely processing of monthly financial reports.
• Ensure good administrative management and smooth running of country office.
• Maintain proper registration and legal status of the office with government agencies as needed.

Programme Implementation

• Manage key aspects of THET’s Somaliland Programme, leading on activities related to capacity building of the Ministry of Health and National Health Professionals Council, and work with UK-based staff to support the Essential Package of Health Services (EPHS) pilot implementer.
• Work closely with programme partners to identify and assess needs, to develop plans and support the implementation of work.
• Provide timely input for high quality narrative and financial reports for donors.

• Undertake other tasks as may be required, commensurate with experience.

Person specification

Essential

1. Commitment to THET’s ethos and values

2. At least 5 years relevant work experience

3. Experience of working in international/development

4. Excellent programme management experience

5. Strong staff management experience

6. Degree level education, preferably in health or international development

7. Excellent financial skills (budget preparation and monitoring)

8. Excellent written and verbal communication skills

9. Good interpersonal skills and the ability to work with senior staff from diverse organisations

10. Good Word and Excel skills

11. Excellent organisational and administrative skills

12. The ability to respond flexibly in the context of working within a small organisation

13. Willingness and capacity to adapt to working in a complex environment

Desirable

1. Understanding of international health issues

2. Experience of living or working in a fragile/post-conflict country

3. Monitoring, evaluation and impact assessment skills

4. Track record of securing funding from large institutional donors

The Country Representative will be based in Hargeisa, Somaliland, with frequent national and regional travel. This is a full time appointment, and includes accommodation, insurance, R&R, 25+8 days of holiday, annual flight and pre departure grants.
