OBJECTIVES OF THE PROGRAMME :
To optimize WHO technical advice and policy support to health authorities in Somalia.
Description of duties:
Purpose of the post:
To lead and coordinate areas of work in laboratory programme including blood safety, quality control and assurance, procurement of laboratory reagents, supplies and equipments and technical assistance in development and implementation of laboratory training curriculum in medical laboratory training schools.

Organizational Context:
The incumbent will be accountable and responsible for coordinating all laboratory activities, training of laboratory technicians, establishing new laboratories and procurement of technical equipments and supplies of the Somalia lab services programme.

Summary of assigned duties:
Under the direct supervision of the WHO Representative for Somalia, with the technical support from the Regional Advisor/Blood Safety, Laboratory & Imaging (LAB), the incumbent will perform the following assigned duties:
1. To act as focal point in WHO Country Office to manage laboratory related work through coordination with donors and health partners in Somalia.
2. To build national capacity in clinical laboratory and blood transfusion.
3. To provide job training and supportive supervision for laboratory staff.
4. To establish quality control and assurance schemes.
5. To provide standard guidelines for blood safety procedures.
6. To create tools for blood safety data collection.
7. To create and maintain a central database for blood safety services.
8. To establish and provide technical support to reference labs.
9. To provide guidelines on procurement of laboratory supplies, screening kits, reagents and equipment.
10. To develop national supervisory and monitoring systems to ensure proper implementation of laboratory activities.
11. To provide technical assistance in curriculum development, implementation and review.
12. To assist in operational research projects.

REQUIRED QUALIFICATIONS
Education:
- University degree in laboratory technology with specialization in medical microbiology.
Skills:

Functional skills and knowledge:
- Thorough knowledge and skills of basic laboratory services.
- Skills in training health workers on laboratory standard operational procedures.
- Skills in planning, managing laboratory services and coordination of programmes.
- Ability to prioritize, organize, manage and adapt management style according to needs.
- Ability to build and motivate teams and work under pressure.
- Knowledge in programme management.
- Skills in operational research.

Other skills:
Computer literacy.
Experience:
Essential:
- At least two years work experience in medical laboratory practice.
Desirable:
- Knowledge of WHO mandate and goals and or experience in UN organizations/agencies or international institutions.

Languages:
Excellent knowledge of English and the local language.
