Job Objectives:

1. Background
In a consortium with 6 ACF missions (Ethiopia, Somalia, Djibouti, Uganda, Southern Sudan & Kenya), ACF has decided to develop a project focused on food security and livelihoods activities, mainly covering agro-pastoral as well as pastoral communities with a strong focus on disaster risk management (DRM)/ drought and flood management in the Horn of Africa.

2. Main Objective
To develop a detailed and coherent consortium proposal covering all six countries (according to EC standard format and guidelines) that is well embedded in the current context of regional actors, programme initiatives, coordination mechanisms and donor initiatives relevant to ACF?s mandate.
3. Specific Objective
? To coordinate and lead on the development of a regional programme proposal
? To liaise with the six regional ACF missions to organise and receive proposal contributions, i.e. narrative, logical framework, budget, administrative work, etc.
? To ensure organised and timely agreed input in the proposal development from all the missions.
? To ensure coherence and intervention logic throughout the document
? To ensure all format and administrative regulations and needs are followed and responded to

4. Methodology
The proposal shall be developed in collaboration with the ACF regional mission teams (technical and support team) and technical and support advisory HQ teams.
Logistics and finance departments will support the proposal development to ensure financial coherence to the proposed actions.

5. Timeframe
Starting date : 1 April 2011
Duration : 3 months

6. Location
Field visits to the region will be required ? except for Somalia
Home based work is negotiable

7. Expected Outputs
Submission of a complete, coherent and justified action, conform to the EC standard guidelines (ref model food facilities format).
Qualifications:

? Up-to-date and in-depth knowledge of the humanitarian/development context in the Horn of Africa/Eastern Africa, including actors (particularly NGOs), regional initiatives, information/ coordination platforms (such as IPC, FSNAU, FEWS NET, PENHA, RELPA, IGAD ICPAC etc.), donor initiatives
? Experience in disaster risk management programming, comprising risk reduction / mitigation / prevention as well as preparedness / response planning
? 5 to 10 years experience in the humanitarian and/or development field of work
? University Degree in any food security and livelihoods related topic
? Experience in developing multi-countries proposal and grant writing
? Knowledge of EC formats and guidelines
? Knowledge of ACF interventions / programming is a plus
