Background
The Somali HIV response is set in a unique and dynamic political, social, and economic environment, which impacts on different sub-groups of the population with varying levels of risks and vulnerability to HIV infection. The ongoing conflict and instability has severely affected household economic security, further exacerbated disparities in gender relations and increased the vulnerability of women and children. Against this background, UNAIDS and WHO estimate that there are approximately 22,810 people living with HIV in Somaliland, Puntland, and South Central Somalia between the ages of 15-49 years (2008). As HIV prevalence rates continue to rise in Somalia, unless concerted effort is taken to address the epidemic, HIV prevalence rates are expected to rise to levels similar to neighbouring countries. There are a number of challenges to the multi-sectoral response in Somalia. These include high levels of stigma and discrimination, which continue to prohibit open dialogue as well as low up take of services such as VCT and ART.

UNAIDS is responsible for coordination of UN-system's support to the AIDS response at various levels. In Somalia, UNAIDS has been actively involved in the HIV & AIDS response since 2004. UNAIDS's main focus is to help countries put HIV & AIDS at the centre of national development; build national capacities of government at all levels as well as work closely with civil society organizations which include religious leaders, to support a coordinated and effective response to the epidemic. To help create an enabling environment and reduce stigma and discrimination UNAIDS works to protect the rights of People Living with HIV & AIDS (PLHAs) and other vulnerable populations.

As per the scope of work below, this position will support UNAIDSs efforts to strengthen leadership and coordination, monitoring and evaluation, and advocacy and resource mobilization in the Somali AIDS response. UNAIDS Somalia Country Office provides support to the UNCT and working groups, and Somali authorities in Somaliland, Puntland and South Central Somalia. This position will be based in Nairobi but may require some travel to the field once or twice a year.
The Programme Associate will work under the supervision and guidance of the UCC/Somalia, and in close collaboration with Country Office team. He/She will liaise with UNAIDS MENA Regional Office and HQ Admin and Finance Offices, and work closely with UNAIDS Somalia operations staff as required.

Duties and Responsibilities
Summary of key functions:
Effective financial control of all UNAIDS supported activities
Ensures efficient administrative support for the UNAIDS Country Office
Supports capacity-building of National Counterparts
Supports knowledge building and knowledge sharing
Support to proper supply and assets management
Ensures effective financial control of all activities supported by the UCO, focusing on achievement of the following results:
Preparation of financial agreements for UNAIDS to sign with Partner Organizations in collaboration with Area Project Managers, as required by the Programme Specialist.
Reviews and monitors financial reports received from implementing partners and guides partners in the development of such reports;
Reconciles payments with activities and recommends new disbursements to the Programme Specialist.
Prepares budget revisions and reports as required, plus monitors budgets and tracks the use of financial resources of the programme,
Prepares and monitors payments, contracts, and procurements, according to UNAIDS procedures, rules and regulations
Maintains administrative control records of supporting documents such as commitments and expenditures of funds and activities.
Coordination of common premises/services cost-recovery arrangements.
Ensures full compliance of administrative activities with UN/UNAIDS rules, regulations, policies and strategies.
Provision of the information for the audit.
Ensures efficient administrative support for UCO, focusing on achievement of the following results:
Organizes administrative and logistical support for missions and meetings.
Liaises with DSS to ensure security clearance as required.
Advises and guides staff and consultants on UNAIDS administrative and DEX reporting requirements, clearance procedures for finance, procurement, recruitment, travel, etc.
Coordinates travel arrangement/visas/DSA and other entitlements for all staff/consultants.
Maintains filing records of programme documents and correspondence.
Drafts routine correspondence.
Follows-up pending issues and responds to queries.
Supports procurement processes for the HIV & AIDS Unit, including preparation of RFQs, ITBs or RFPs documents, receipt of quotations, bids or proposals, their preliminary evaluation.
Assists to organize workshops, conferences and retreats as required.
Provides support to UNAIDS colleagues as well as partners that UNAIDS works with in Somalia, focusing on achievement of the following results:
Capacity-building of national counterparts.
Ensuring that UNAIDS administrative and financial procedures are clearly understood and adhered to by all counterparts in Somalia.
Responding to any requests from UNAIDS Somalia Country Office team as pertaining to the UCO activities and Workplan.
Supports and monitors Partnership Agreements UNAIDS has with local partners and other UN agencies working in Somalia.
The smooth running of all UNAIDS HIV & AIDS supported projects.
Occasional travel to Somalia when required.
Carrying out any other relevant duties as requested by the Programme Specialist.
Supports knowledge building and knowledge sharing in the UNAIDS Somalia Country Office team , focusing on achievement of the following results:
Training of staff on UNAIDS administrative and financial procedures.
Briefing/debriefing of staff members on issues relating to area of work.
Promotes knowledge sharing and a learning culture in the UNAIDS Somalia Country Office Unit.
Promotes identification and synthesis of best practices and lessons learned from the programme for organizational sharing and learning.
Provides support to proper supply and assets management, focusing on achievement of the following result:
Coordination of assets management for the UNAIDS Somalia Country Office Timely preparation and submission of periodic inventory reports.
Coordination of the provision of reliable and quality office supplies.
Impact of Results
Key results of this position will help ensure that UNAIDS programme is delivered smoothly and to a high standard. In addition, work undertaken by the Programme Assistant will help ensure that all partners understand and comply with UNAIDS procedures and regulations and that payments are disbursed in a timely manner. The incumbent's own initiative will play a critical role to ensure that partners receive all the financial and administrative support they require. As HIV & AIDS are cross-cutting issues at UNAIDS, the overall impact of this position will contribute to the overall success of the country office.

Required Skills and Experience
Education:
Secondary education preferably with specialized certification in business.
University degree in Business, public administration or social sciences would be desirable, but it is not a requirement.

Experience:
6 years relevant experience in administration or programme support service,
Experience working in partnership with a range of different stakeholders desirable
Work experience within the UN or an NGO is an asset but not a prerequisite.
Experience in the usage of computers and office software packages (MS Word, Excel, etc.)
Previous experience working in conflict/post-conflict or crisis environment an advantage
Experience in working with web-based management systems.
Language Requirements:
Fluency in English
