World Vision

Location: Somalia - Puntland

POSITION SUMMARY:
To facilitate improvement of community access to safe drinking water by coordinating community based Hygiene and Sanitation education with a view to influencing a positive change in their knowledge, attitude and practices towards hygiene and sanitation

KEY RESPONSIBILITIES:
Overall:
* Implementation of water and sanitation projects with a view to increasing access to potable water, development of better sanitation facilities, and work to improve community hygiene.

Overseeing daily Management and operations of water and sanitation programs
* Ensuring expenditures are done according to the planned activities and projected/forecast cash
* Tracking project out puts against the program blue print over the period of 20008 - 2011
* Preparing detailed implementation plans, monthly work plans and ensuring compliance with regional program targets
* Answering all project related queries to the main office and to the donors to ensure timely programming and compliance with donor regulation

Project Design, Monitoring Evaluation and Reporting
* Compiling project narrative reports, developing financial projections and submitting to the main office monthly
* Developing new proposals with the help of program office for water and sanitation projects
* Ensuring all reports adhere to World Vision LEAP standards in structure
* Mentoring national staff and orienting the project officer to develop new concept papers, log frames and work plans
* Organizing a 2 day learning event before phase out/ Transition of the every projects.
* Developing initial proposals/ concept papers and detailed implementation plans for all new proposed projects

Staff Management and Development
* Ensuring all project staff sets targets and sign performance contracts
* Ensuring all staffs are well versed with their roles and responsibilities and have staffs signed job descriptions in place
* Appraising all project staffs and documenting their performance targets against their agreements
* Developing capacity building, mentoring and coaching plans for staff and with the help of staff training office track their development

Representation networking/Collaboration
* Participating in field interagency/ partnership meetings where I was WASH cluster coordinator for Puntland Region
* Undertaking joint inter agency initiatives with local NGO?s with the aim of developing their capacities
* Developing and nurturing partnership relationships with other organizations

Community mobilization, sensitization and capacity building
* Holding development meetings with the local elders, and local administration with a view to educating communities prioritize their needs
* Revitalizing/forming community water user committees and training them.
* Identifying CBOs/ Local institutions and undertaking capacity assessment with the aim of partnership in implementing program activities

Technical and strategic leadership on sector/ project activities
* Developing emergency interventions adhering to Sphere standards and Humanitarian accountability and partnership (HAP)
* Fostering sector integrations in the program, undertaking joint assessments and participating in program design

Financial management and control
* With the help of finance office developing finance reports with budget line variance explanation
* Ensuring proper expenditures are done, expenses are limited to the projected and planned activities
* Developing Project Procurement plans to enable the supply chain delivers within the projected schedule and sharing them with supply chain department
* Ensuring that all procurements are undertaken in accordance to the developed project procurement plan
* Undertaking all audit management response

KNOWLEDGE, SKILLS AND ABILITIES:
REQUIRED:
* Bachelors Degree in a water resource management or related discipline with five years experience in implementation of community based water supply systems
* Post-graduate certificate in Public Health,Water /Civil Engineer, Hydrogeologist, Sanitary Engineer with extensive experience ground water research, water supply and distribution , good knowledge of water treatment process and sanitation.
* Previous experience in managing or implementing WatSan engineering programs in developing countries, integrated to hygiene promotion. The experience in previous emergency setting is preferable.
* Assessment, analytical and planning and site management skills.
* Highly developed inter-personal skills combined with the ability and desire to further develop local staff members some training experience an advantage.
* Ability to live and work in sometimes insecure environments.
* Ability to live and work in the field - often in rustic conditions coupled with a willingness to travel, often at short notice.
* Ability to work well under pressure and in response to changing needs.
* The post-holder will be an efficient communicator/teacher/coach with strong technical expertise in Water and Sanitation.
* The post-holder is expected to spend 100% of his time In Somalia.

PREFERRED:
Experience in other typical rehabilitation sectors like road and school construction
