World Vision
Closing date: 25 Mar 2011
Location: Somalia - Puntland

PURPOSE OF POSITION
To be responsible for smooth, cost effective, efficient and timely implementation of health and project activities in Puntland and Somaliland in a manner that maximizes outcomes and performance.

MAJOR RESPONSIBILITIES
Manage Health projects in Somaliland and Puntland
* Manager health projects in Somaliland and Puntland (PHC, TB, HIV/AIDS and other health interventions) in accordance with WV Policies and guidelines
* Promote good stewardship and high accountability through efficient and economical utilization of resources in the project
* Lead, motivate and ensure teamwork among Health staff for greater ministry impact, in the community
* Supervise, liaise closely with and provide the necessary advice and support to the Project in all matters pertaining to the effective management and implementation of Health activities
* Support the Regional Coordinators to handle visitors including donors, support offices and national office staff

Coordinate project Design, implementation, monitoring and reporting
* Monitor progress of activity implementation to ensure highest quality standards and accountability based on LEAP framework and monitor conformity with other donor requirements and formats.
* Participate in program design process especially in assessments, generating community priority needs and proposals in Health
* Develop monthly, quarterly and annual reports
* Support health staff to implement and monitor project activities towards realization of project out puts in a timely and effective manner
* Prepare detailed implementation plan based on approved and funded proposals and submit to Regional Coordinator

Staff development and management
* Work with P&C and RC in conducting systematic, transparent recruitment & selection procedures based on HR Policies
* Facilitate and monitor performance management of Health staff
* In collaboration with Training and Development Officer and Technical Advisors and Regional Coordinator identify capacity building and training needs that will support the Health project strategies
* Develop contextualized orientation materials and facilitate orientation programs that will create and enhance understanding of WV mission, culture, policies, procedure and protocol
* Establish a culture of coaching and mentoring for staff in the Health project
* Facilitate Health and Nutrition staff grievances and disciplinary action process in collaboration with Regional Coordinator
* Provide counsel to Health staff on issues pertaining to employee relations
* Conduct exit interview debriefings when they exit the program in collaboration with Regional Coordinator

Representation and Networking
* Represent WV Somalia in Health Forums at the field level and establish strategic partnership with other organizations
* Establish and liaise closely with other partners, agencies and council members and local Somali leaders regarding project activities to ensure and promote a coordinated approach to project implementation, including participation in relevant workshops, meetings and to keep the Regional Coordinator and Health Technical Advisor informed
* Develop a network of information gathering relevant to Health and Nutrition operations

Community mobilization and sensitization
* Assisting communities identify their priorities, opportunities and resources for effective Health project implementation
* Facilitate communities to fully participate in project activities for enhanced community ownership and sustainability
* Facilitate awareness creation and sensitization of communities in Health issues
* Enhance synergies within the communities to achieve integration and attainment of regional objectives
* Facilitate identification and capacity building of leadership and community based organizations in Health and Nutrition matters

Technical leadership in health projects at the field.
* Train and supervise Health staff to implement project activities
* Maintain standards for Health interventions and ensure that n staff, partner agencies and recipient communities understand, accept and adhere to these standards.
* Assist the Health Technical Advisor and Regional Coordinator in establishing and maintaining Monitoring and Evaluation system.
* Ensure that technical information pertinent to the project is obtained, documented and disseminated to staff as required.
* Assist the Health Technical Advisor and Regional Coordinator in identifying potential health and nutrition priorities and projects in the assigned geographical area.
* Provide technical support to World Vision non-health projects as required.
* Assist in recruitment of Health staff and train them to interpret and implement Health and Nutrition standards.
* In collaboration with Village Health Committees and District Health Boards facilitate the selection, training and monitoring of community health volunteers, such as traditional Birth Attendants (TBAs) and the Community Health Workers (CHWs).
* Enhance local Health Management capacity of communities and thus program sustainability by constituting, training and monitoring District Health Boards (DHB) and Village Health Committees (VHC).
* Supervise the establishment and functioning of Village Health Posts.

Financial Management Budget control and Monitoring
* Work with the Regional Coordinator and Regional Finance Office in preparation of budgets, financial projections, expenditure monitoring and preparation of monthly, quarterly and annual financial and narrative reports and submit them within the agreed timeframe to appropriate people
* Prepare requisitions for appropriate project supplies in line with approved DIPs from time to time
* Ensure appropriate systems, procedures and controls are in place and are used in the effective management of human, financial and physical (supplies and assets) resources.
* Together with Regional Coordinator oversee assets inventory and management and ensure regional office facilities are conducive for habitation.
* Ensure safety, proper allocation, good utilization of communication and computer equipment
In collaboration with field finance officer and Health staff prepare programme budgets, narrative reports, updates, financial reports and submit them with the agreed time frame

Staff Care and Spiritual Leadership
* Review and facilitate staff care programs that are applicable to a post trauma environment
* Create and facilitate culturally sensitive programs that will enhance spirituality of staff and build resilience

KNOWLEDGE SKILLS AND ABILITIES

* Requires a degree in nursing preferably with Master of Public Health or a Medical Doctor.
* Requires at least 3 years field experience working with Communities in Health programme in an NGO context.
* Experience in managing/supervising staff and working with communities.
* Knowledge of humanitarian industry including sphere standards, NGO code of conduct and humanitarian charter
* Very strong management and communication skills
* Strong problem solving, interpersonal and negotiation skills
* Ability to work with different partners, local authorities, local organizations and NGOs, to develop and maintain positive relationships.
* Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina.
* Ability to work in and contribute to team building environment
* Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments and physical hardship conditions with limited resources
* Ability to cope and deal with stress and work under stressful work conditions is a requirement
