Duties and responsibilities

Under the general supervision of UNFPA Representative/DeputyRepresentative and direct supervision of the Head of Somaliland sub-office, the consultant substantially contributes to the effective management of UNFPA activities in the area of Reproductive Health/GBV. He/She analyses and assesses relevant political, social and economic trends and provides substantive inputs to project formulation, monitoring and evaluation, joint programming initiatives and national development frameworks.

More specifically the National Programme Specialistwill perform the following functions:

? In collaboration with government counterparts, UN Agencies, L/INGOs and other partners, contributes to theplanning,implementation and monitoring of the RH/GBVprogramme in Somaliland according to UNFPA programme policies and procedures.
? Ensures quality of a programme design and implementation incorporating lessons learned, newly developed policies and best practices and following the appropriate execution and monitoring mechanisms and systems.
? Analyses, interprets the political social and economic environment relevant to RH/GBV including prevention and youth issues, and identifies opportunities for UNFPA assistance and intervention.
? Analyses and reports on programme progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and system where necessary; identifies constraints and resource deficiencies and recommends corrective actions.
? Follows up on the implementation of recommendations with concerned agencies.
? Monitors project expenditures and disbursements to ensure timely delivery is in line with approved AWP budget and to realize targeted delivery levels.
? Expedites and coordinates programme implementation establishing collaborative relationships with executing agencies, experts and other UN agencies facilitating timely and efficient delivery of project inputs and addressing training needs of project personnel.
? Provide technical assistance in the field of RH/GBV and UNFPA programming to the whole Somalia.
? Represent UNFPA in RH/GBV coordination bodies and meetings in Somaliland.
? Provide technical assistant to Somaliland partners in the field of RH/GBV.
? Carries such other assignments as may be assigned by the UNFPA Representative and Deputy Representative from time to time.

Other Requirements:
? Master?s degree in health, population, demography or other related social science field;
? Experience of at least 5-7 years, preferably in programme/project management in the public or private sector;Experience in the United Nations system, especially UNFPA, is an asset.
? Extensive knowledge and experience in Reproductive Health/GBV situation and trends, and thorough understanding of the social, economic and political context of the country and region.
? Excellent command of oral and written English and knowledge of Somali is an asset.
? Willingness and capability to undertake duty travel; often in difficult situation.
? Proficiency in current office software applications.
