Title of Appointment: Consultants to train veterinary laboratory personnel in Somaliland and Puntland.
Duration of Appointment: 30 days with possibility of renewal starting mid-June 2011.
Appointment commences: Mid-June 2011
Work station: Nairobi, Puntland and Somaliland

Overview: The Somali Animal Health Services Project phase III (SAHSP III) is funded by EC and implemented by four partners namely Terra Nuova, FAO, COOPI, and Veterinaries Sans Frontiers Germany (VSF-G). The overall objective of SAHSP III is to increase income and reduce food insecurity through private-sector led economic growth.
The Specific objective is to enhance the animal health delivery services in Somalia to sustain livestock production and trade.
To achieve this objective, SAHSP III is providing training, technical and financial support to enable Somali communities and institutions to undertake: surveillance of important diseases of livestock; laboratory diagnosis; disease reporting and early warning; as well as strengthening of preparedness and response systems to outbreaks of priority animal diseases.
The Somali Animal Health Services Project is providing support for strengthening of the central veterinary laboratories in Hargeisa, Somaliland and Gaalkacyo, Puntland to undertake routine diagnostic services to support animal health services and disease control. The Project seeks the services of experienced laboratory technologists/technicians as short-term consultants to be based in the two laboratories and train staff on good laboratory practice and assist the trained staff in establishing functional bacteriology, haematology, serology and parasitology units.

Objectives and scope:
The objectives of the consultancy are:
? To assist the Ministry of Livestock, Environment and Rural Development in Somaliland and the Ministry of Livestock and Animal Husbandry in Puntland to identify for the sustainable operation of Veterinary Laboratory facilities in Hargeisa (Somaliland), and Gaalkacyo (Puntland).
? To undertake on-the-job training of laboratory technicians in Somaliland and Puntland to enable them to routinely carry out basic laboratory procedures for processing and testing of samples for serology, haematology, parasitology and bacteriology. To assist the laboratory personnel to develop work plans and undertake field visits for the collection of samples for laboratory testing.

Tasks for the consultants: The consultants will be expected to perform the following tasks:
? Hold consultations with laboratory staff to explore options for ensuring continued operations of veterinary laboratory services.
? Carry out an accurate assessment of the capacity of the central veterinary laboratory to undertake veterinary diagnostic services (Hematology, bacteriology, parasitology and serology).
? Assess the training needs of the central veterinary laboratory in the areas of hematology, bacteriology, parasitology and serology.
? Prepare a training strategy and work plans for carrying out the assignment.
? Provide training in good laboratory practice, sample handling and storage and offer in-house refresher training of laboratory staff based on the needs assessed under haematology, bacteriology, parasitology and serology.
? Guide laboratory personnel in the planning and implementation of laboratory work schedules.
? Guide the laboratory personnel to prepare work plans for field visits for the collection of samples for haematological, serological, parasitological and bacteriological testing.
? Assist in the routine testing of field samples from slaughterhouses and the field.
? Guide the laboratory staff in analysis of laboratory results and in preparation of reports.
? Develop manual for laboratory techniques.
? Submit the training manuals, progressive and final report on time

Expected reports:
1. Capacity needs assessment of the central veterinary laboratory. Identify key gaps in the physical resources.
2. Training on good laboratory practice.
3. Refresher training on diagnostic techniques, analysis of laboratory results and reporting
4. Training manual.
5. Monthly report on performance of the laboratory.

Methodology The consultant will prepare a training strategy and work plan for discussion and approval by SAHSP III PMU prior to the start of activities. The consultant will carry out on-the-job training for laboratory staff, evaluate their performance and make recommendations for further training requirements.

Reporting and feedback: The consultant will report to and be supervised by be expected to present the draft training strategy and work plan for approval by the PMU. The consultant will then conduct the training following a time schedule and sequence to be agreed with SAHSP III, MoL and MoLAH.

Qualifications: The applicants should have a higher national diploma in laboratory technology or equivalent and over 10 years? experience in veterinary diagnostic techniques. Ability to undertake needs assessment of veterinary diagnostic laboratories and training of staff on a wide range of diagnostic techniques is a key requirement for this assignment.
