Job Description Position: Senior Health Coordinator, Kenya
Responsible To: Country Health Director
Responsible for: Technical line management of international health staff
Location: Nairobi, Kenya, spending at least 50% time visiting field sites in Kenya
Starting Date: ASAP
Contract Duration: 12 Months
Salary: £27,170 - £27,920 per annum (dependant on relevant experience) inclusive of annual Cost of Living allowance (gross salary before tax). Benefits: Insurance cover, accommodation, additional return flights, and annual leave entitlement of 24 days per annum rising to 30 days at the completion of 12 months of continuous employment with Merlin.

Merlin International Profile Merlin specialises in health, saving lives in times of crisis and helping to rebuild shattered health services. Each year, Merlin helps more than 15 million people in up to 20 countries.

Context and Background Merlin has been operational in East Africa since 1997 with programmes in Kenya since 1998 and Somalia since 2004. Merlin works in close partnership with the Ministry of Health and a range of international and national partners to ensure that Merlin’s strategy and activities are complimentary to national health plans and policies.

Merlin currently operates in two regions in Kenya – Nyanza Province in the Western Highlands and Turkana Province in the Arid and Semi Arid region of northern Kenya. The overall objective of Merlin’s work in Kenya is to contribute to a reduction of health inequalities and the reversal in the current downward trend in health related indicators. Merlin does this by continuing to build on lasting, working relationships with communities and local partners; supporting the strengthening of the Kenyan health system; approaching health problems with innovative interventions; developing answers to key practical questions through operational research and using lesson learned at local levels to feed into national level programming and planning. Currently Merlin’s programmes in Nyanza focus on the prevention and control of highly prevalent malaria, HIV/AIDS and TB. In Turkana, Merlin is responding to the humanitarian needs of pastoralist communities caught in the vicious cycle of drought, food insecurity and lack of access to essential health services.

Main purpose of the role The Senior Health Coordinator employed by Merlin will be responsible at project level as a technical support for effective implementation of quality health programmes, grounded in best practice in response to acute and longer-term health needs. Through this work the selected person will also play an important role in expanding Merlin’s health sector profile and influence on policy and practice within the state. To achieve this objective the Senior Health Coordinator will be directly and technically supported by the Country Health Director.

This position will be the technical line manager of Health Coordinators, Nutrition and Reproductive Health Coordinators in all projects.

Overall Objectives (scope) • Technical support to the implementation of health and nutrition programmes in Kenya • Respond to emergencies and assessments as required • Ensure the effective implementation of quality health programming in line with approved programme proposals and budgets • Technical support to project health teams • Monitoring and evaluation of the program objectives and indicators • Capacity building and supervision of local team

Responsibilities Emergency Response

• To respond to humanitarian emergencies under the management of the Country Health Director and Deputy Country Director. • To coordinate with the State Ministry of Health, WHO, UNICEF, WFP, UNFPA and other health sector actors working within the state as may be necessary. • Assist in a rapid needs assessment as well as other operational research that may be conducted in the state. • Assist in the analysis of health / humanitarian needs and the existing contexts.

Programme Development and Technical Support

• Actively participate in and contribute to proposal writing and ensure the technical quality of these proposals are inline with internal and external standards • Assist the Country Health Director and Project Coordinators in developing concept notes and project proposals. • Assist in the set up of field site and establishment of new Merlin country programmes. • Field induction of new medical staff for project area. • Provide technical support to all project medical team members working in fulfilment of their duties according to project objectives. • Support the project teams to develop, plan and implement project activities in close collaboration with medical and non-medical personnel, ensuring coherence between activities and contingencies for changes in project direction and priorities related to the humanitarian context
• Support the project medical team to ensure the use of appropriate health policies, protocols and data collection forms, ensure the team is fully conversant with and trained in the use of the same. • Ensure Merlin’s Health Information System (HIS) is effectively implemented including the collection, validation and analysis of data on a regular basis. • Prepare and endure timely submission of monthly technical reports to head office. • Support the logistic team in project sites for management of warehousing and stock transfer of medicines and consumables

Monitoring and Evaluation • Oversee and provide and/or support to project health coordinators and project health teams within Merlin project sites in Kenya. • Monitoring and supervision of health programs in all project locations through regular visits. • Advise the Deputy Country Director and Country Health Director in the planning, development and implementation of the projects. • Compile timely program reports (internal and external) and ensure the gathering of relevant health data. • Make sure the health information and reports are compiled, updated and communicated timely.

Representation • Routinely participate in meetings related to health as well as other key issues that are convened at the state level where Merlin is operating. • Regularly inform and update the state Ministry of Health as well as other health sector partners about the on-going and planned activities that Merlin is implementing within the Kenya Regions. • Technical representation of Merlin to the health cluster, and other health coordination forum at state level.

Human Resource Management • Support Project Coordinators to update job profiles/job descriptions for existing and newly to open expat medical positions • Support Project Coordinators to undertake medical staff appraisals for staff under SHC’s technical line-management. • Maintain good inter-team communications engender good team dynamics, and take suitable action when problems occur. • Support team members professionally and monitor and support stress management • As necessary take responsibility for the health and well-being of Merlin staff in project areas, through implementation of Merlin Staff Health Policy, including first aid kit and training. • As necessary ensure an up-to-date medical evacuation procedures document is available for the field team in conjunction with the Country Health Director and all other relevant staff are familiar with its content.

Training and Capacity Building

• Support the project medical teams for capacity development and training of all medical staffs through on the job and formal training. • In collaboration with project health coordinators, identify the training needs for the health care staffs. • Design and implement a training calendar for the mission. • Take an active role in the development of a training plan for individual project. • Coordinate with SMOH, UNICEF, WHO, UNFPA and other key stakeholders at state level for addressing the training needs across the state.

Other • Fulfil other roles as per specific terms of reference developed by the CHD.

Qualifications, experience and competences • Medical doctor or qualified nurse with Master in Public Health or equivalent degree • Substantial post qualification experience in managing public health services within developing countries • Experience of and ability to work in an emergency as well as development context. • Good knowledge and experience of running primary health care projects e.g. vaccination campaigns, response to disease outbreak, mobile clinics etc in developing countries • Experience of Primary Health Care, Epidemiology, Infectious Diseases e.g. malaria, HIV/AIDS and Reproductive Health and Nutrition. • Competence in basic epidemiological analysis and knowledge of data collection methods and data analysis skills • Ability to use appropriate management tools to ensure the effective running of the programmes, staff management and development. • Successful experience of representation at local levels • Ability to write clear and concise reports/proposals • Confident and proficient in HMIS and statistical package (Epi-Info, SPSS, STATA) • Substantial experience of training staff and a commitment to national and expatriate staff capacity development • Strong communication skills, with excellent written and spoken English • Strong coordination and problem solving skills in day to day and challenging situations • Excellent management and personnel skills to enable the motivation, encouragement and participation of the Merlin health teams. • Confident and proficient in the use of MS Office • Some experience of managing budgets • Experience of establishing strong working relationships with colleagues from different functions and cultures and an ability to work well with local authorities and other humanitarian actors • Experience of a flexible approach to managing and prioritising a high workload and multiple tasks in a fast paced environment with tight deadlines • Experience of proactively identifying and addressing issues • An understanding of and commitment to Merlin’s mission and values

Desirable Qualifications, experience and competences • Previous working experience in Kenya • Clear understanding of the MoH initiatives and strategies. • Experience in epidemiological data analysis, interpretation and qualitative/quantitative assessments and programme development
