Job Designation: Emergency / Post Emergency Project Officer
Job Category: Category C2
Location: CBM Regional Office, East Africa, Nairobi
I. CONTRACT PERIOD The position is for 6 months, with a possible extension into the position of Emergency/Post Emergency Programme Manager for 1 year based on need, available funding and performance.
II. JOB REQUIREMENT The job requires extensive travel within Kenya and to other countries in East Africa affected by the food crisis emergency.
III. PURPOSE To support the Emergency/Post Emergency Programme Manager, partner organisations, the Regional and Country Coordination Offices to develop, implement and monitor a coherent, inclusive and quality emergency response to the current food crisis
IV. STRUCTURE OF AUTHORITY The incumbent will report to the Emergency / Post Emergency Programme Manager. The incumbent will coordinate with relevant Country Coordinators and the Emergency Response Unit.
V. MANDATED AIMS Working at the CBM East Africa Regional Office, the incumbent will be responsible for:
Supporting the development of project plans and follow up on implementation of undesignated and designated funding projects (including the development of appropriate monitoring and reporting structures).
VI. CORE RESPONSIBILITIES
• Write project concepts and proposals; • Support the implementation and monitoring of existing emergency response projects, ensuring timely and quality reporting, including materials for communication and fund raising; • Support the development of an emergency (designated) funding strategy in line with the implementation plan, and ensure good financial coverage of emergency/ post emergency response; • Ensure transparent communication with partners; • Draft regular emergency situation reports for the East Africa region; • Support the coordination and the organisation of programmes for visitors / teams travelling to the affected catchment areas.
VII. QUALIFICATIONS
• High or continuous education in humanitarian / development sectors • Minimum of 2 years experience in project/programme management, preferably in a post emergency/reconstruction context • Experience in proposal writing • Experience in complex designated funding programme monitoring and reporting • Knowledge of project cycle management • Knowledge of post emergency and development tools and principles (including quality standards) • Knowledge on disability and inclusive development desirable
VIII. COMPETENCIES AND SKILLS
• Experience in having worked closely with local partners • Excellent coordination skills • Excellent verbal and written communication skills • Excellent project management skills • Good monitoring and reporting knowledge • Fluent in English, and any local languages desirable
