STATUS:  Limited Term, Minimum 3-months

ARC PROGRAM DESCRIPTION/MISSION


The Somalia country program of the American Refugee Committee (ARC) is actively responding to current drought and famine crisis in Somalia from an operation base in Mogadishu. ARC is working closely with national and local authorities and with a number of Mogadishu-based international and national organizations to galvanize concerted and coordinated lifesaving humanitarian assistance to the people in need.


ARC is not new to supporting the needy peoples of Somalia. It previously initiated humanitarian assistance programs in Somalia in March 1993 with funding from OFDA, Stichting Vluctheling and the United Nations High Commissioner for Refugees (UNHCR).  The first location of ARC’s interventions was Bardera District in the Gedo Region and later worked in other Districts such as Hagar, Afmadou and Badhade districts through to 1997. ARC now plans to marshal resources and work with other INGOS, local NGOs, government and regional authorities with a view to consolidating existing gains by all partners. The interventions will address the pressing needs of young men and women in Somalia who are currently faced with limited alternative options for livelihood and basic functional literacy and numeracy skills. Through this ARC program; the Somali Youth will be provided with opportunities to engage in educational and skills building activities which will give voice to their concerns in a safe and enabling supportive environment.   


PRIMARY PURPOSE OF THE POSITION


The Senior Program Coordinator is responsible for organizing, coordinating and monitoring of multi-sectoral programs addressing the needs of tens of thousands of drought and famine affected IDPs in Mogadishu and in South-Central Somalia. He/she will supervise program, logistics and security and admin/finance officers and will ensure adequate support to program teams to allow for efficient program implementation and budget management. The Senior Program Coordinator will also represent ARC to county and regional authorities, donor representatives and partners and also work closely with ARC’s Senior Management Team.


PRIMARY DUTIES/RESPONSIBILITIES 



Assist in the development of the overall project/program strategy and in analyzing and using information, choosing and apply a systematic approach to improving project and activities at all levels. 
Document all activities in the most updated and efficient manner.
Ensure all reports are produced on time and are consistently of a high quality.
Support the development of a Country level data bank system for all activities.
Regularly communicate with the Program Director to share developments, receive feedback and make changes accordingly.
Develop work plans (sectoral) in consonance with Program Implementation Plan.
Conduct periodic review of budget monitors with Finance and program staff and ensure that the spending is in accordance with the laid out mechanism.

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED



Experience in preparation of project designs, strategic planning and implementation of related activities
Master’s Degree in a relevant field,
At least 5 years’ experience working in developing countries, including in conflict-affected.
Excellent written and oral communication skills.
Ability to exercise sound judgment and diplomacy in a multi-stakeholder environment.
Experience working on EU, USAID and other donor funded programs .
Computer literate in Word, Excel and PowerPoint.
Must be a self starter who takes initiative and is able to work with minimal supervision
Somali language skills are a plus.
Willingness to travel and live in difficult security situations.
