The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and assist within the sector of shelter, education, emergency food security and distribution, camp management and legal assistance.

The Norwegian Refugee Council (NRC) started operations in Somaliland in early 2004. In 2006, operations opened in Puntland and Dadaab, Kenya. The Mogadishu office opened in early 2007. NRC has large Shelter, Education and Distribution programs in Somalia and n Kenya.

Two consecutive seasons of below average rainfall in Somalia has led to widespread livestock mortality, crop failure and soaring prices of locally produced cereals. This situation stands against a backdrop of high global prices for staples and oil, as well as disruptions to trade due to the on-going conflict. Altogether this has resulted in about 2.85 million people being unable to access sufficient food to meet their needs. The Food Security and Nutrition Analysis unit of Somalia (FSNAU) has analysed the market context and announced that cash programmes are a viable option in most places.

In response to this situation, NRC will initiate food security programming throughout its areas of operation in the Horn of Africa. As the markets are generally functional in Somalia, and even in good times Somalia is a net importer of food, market based approaches will be at the core of the responses. NRC intends to undertake a response that will have a large voucher and cash transfer component targeting nutritionally vulnerable households. This response will offer NRC an opportunity to respond fast to the emergency.

The Program Manager will report to the Programme Development Manager

Job description: Responsible for ensuring that food security, voucher and cash programmes in the region are implemented in a timely, effective and accountable manner. Project Technical Supervision. Serve as the technical supervisor for EFSD staff based in the field. Lead EFSD proposal development. Create mission wide guidelines for food security programs on beneficiary selection criteria, sensitization materials, monitoring strategies and other technical issues Provide technical support for food security assessments. Liaise with Nairobi finance staff for the implementation of cash and voucher programs. Ensure protection and gender issues are considered throughout Food Security program; Personnel: Participate in the recruitment of EFSD staff; Coordination/ information sharing responsibility for EFSD staff; Provide technical supervision to food security staff in Somalia. Organisational Learning: Provide technical support and advice to the management team; Document lessons learned and best practice; Coordination: Find appropriate impact and output indicator procedures; Work closely with other sector coordinators to maximize integration and synergy across programs. Ensure robust systems are instituted for cash transfers. Liaise and coordinate with other humanitarian actors in Mogadishu. Represent NRC on EFSD matters in interagency coordination meetings; Reporting and Information: Prepare monthly monitoring reports; Contribute to timely donor reports as per contracts;

Qualifications: Four years professional experience in the field with an international humanitarian agency in the area of food security and livelihoods. Previous experience in the assessment, design and management of cash transfer, voucher and livelihood programmes. Experience in a senior technical post where coordinating the work of multiple actors was required Project design and management skills. Strong analytical skills (qualitative and quantitative). Excellent interpersonal, written and verbal communication skills. Good understanding of various donors’ requirements. Relevant university degree. Holder of a valid international driver’s license. Able to use Microsoft Word and Excel. Knowledge of HAP and Sphere standards. English fluent (spoken and written). Experience of working in a conflict environment. Willing to live and work under stress. Somali language skills an asset.

We offer: Commencement: As soon as possible Contract period: 6 months Salary/benefits: According to NRC’s general directions, approximately NOK 45 750,- (€ 5890) per month, and free housing of moderate standard. Please note that tax fees may occur for some countries.

Duty station is Nairobi, Kenya, with frequent travel to NRC’s Field Offices. Nairobi is a family duty station. International staff live in modest accommodation.
