Job Purpose

The Food Security & Livelihoods Programme Manager’s main role is to provide leadership of the identification, design and implementation of livelihoods work at district and community levels, and for ensuring that relevant technical inputs are provided in a timely and adapted manner so the highest quality and relevance of work are achieved in the implementation of the livelihoods operations plan.

Key Accountabilities

Technical expertise

To implement Save the Children’s livelihoods interventions (including cash-for-work and cash grant activities), ensuring that appropriate technical standards are respected and to participate in and / or lead area FSL assessments.

Capacity building and management

Lead, manage and motivate staff/s under direct line management, ensuring that they have clear objectives and receive meaningful feedback on their performances.

Monitoring and evaluation

Develop and operationalize monitoring and evaluation mechanisms for Save the Children food security and livelihoods projects, with the validation of the FSL technical manager

Responsible for ensuring that the monitoring and evaluation of programme work is carried out in a participatory way which clearly demonstrates the impact of the programme’s interventions.

Collaboration – intern & extern

In order to ensure the highest levels of quality and consistency across the programme, s/he is responsible for seeking support from colleagues or to identify, in a timely and coordinated manner, the technical inputs required from within or outside the programme.

Responsible for developing and maintain collaborative and effective partnership with NGOs / CSOs and government partners.

In conjunction with the Food Security & Livelihoods Advisor, represent Save the Children in relevant national meetings and forum related to livelihoods.

Programme implementation

Identify target area and population covered.

Participate in required assessments.

Develop implementation plan in conjunction with the Food Security & Livelihoods teams

Programme development

In conjunction with the Food Security & Livelihoods Adviser, refine the operational plan and supportive budgets and develop the future livelihoods programme strategy.

Assist the Food Security & Livelihoods Advisor in the analysis of field data and in writing of assessment report.

Ensure that progress reports and relevant donor reports (narrative and financial, or where appropriate sections of such reports), are delivered according to plans

Administrative responsibilities

Responsible for sound management and development of human, financial and material resources related to the livelihoods project. In particular s/he will be responsible for the supervision and annual performance reviews of the staff reporting to her/him.

Responsible for administrative duties relating to the running of the Food Security & Livelihoods projects.

Budget responsibilities

Responsible for the Food Security & Livelihoods projects budget management, financial reporting and forecast.

Person Specification

Essential: • Post-graduate degree in agriculture, agronomy, social science, economics, or other discipline relevant to urban/rural livelihoods.

• At least 3 years work experience in similar positions with international NGOs.

• Demonstrate experience in humanitarian response and food security/livelihoods work.

• Excellent skills in monitoring implementation of programme activities.

• Excellent communication and inter-personal skills. Previous experience of liaising with the UN, national and donor governments and NGOs as advantage.

• Ability to work as team leader and part of teams (multi-cultural, multi-disciplinary and inter-agency).

• Ability and willingness to travel extensively to the field, under sometimes difficult and occasionally insecure circumstances.

• Commitment to Save the Children’s Child Protection Policy.
