Job Purpose

To contribute to Save the Children’s capacity to respond to drought emergency response objectives in Somalia, through the provision of quality water, sanitation and hygiene programming. The role would specifically address water, sanitation and hygiene needs in emergencies through assessment, programme design, management, capacity building and evaluation.

Key Accountability

• Provide overall technical management and support to emergency team in planning and undertaking WASH projects and activities • Contribute in development and/or review of emergency strategy and ensure that WASH needs are sufficiently addressed • Develop programme plan and budget against the emergency strategy and ensure that the plan is sufficiently realized • Initiate and lead on WASH assessments and production of reports of such assessments • On the basis of these assessments to design and construct appropriate responses (both programmatic and advocacy) to meet people's basic WASH needs, including water supply, excreta disposal, solid waste management, drainage, vector control, and hygiene. This includes the development of WASH concept notes and proposals • Lead on implementing project managers and staff in preparing detailed operational plan and starting up of project implementations • Ensure that WASH programme design is informed by and integrated with Save the Children’s other priority sectors of nutrition, food security, livelihoods, health, education and child protection • Together with M&E specialist of the Country Programme develop tailor made M&E plans and tools for tracking the progress, results and outcomes of WASH projects. In doing so, ensure that the plans and tools are effectively understood, used and reports are produced by implementing staff members. • Ensure the timely production of project reports by implementing managers, ensure the qualities of such reports and submission to donors • Produce technical documents and reports meant to inform SC staff and managers internally and improve their works in WASH • Represent SC in various WASH platforms in respect to emergency child protection • Contribute to raising funds for undertaking WASH projects.

Person specification Essential • A suitable qualification in public health, civil engineering or another relevant subject, with 5-7 years experience in WASH programming in a developing country. Ideally some of this experience will have been in an emergency situation. Experience can substitute for qualifications but not vice versa. • Experience in WASH assessments, programme design, implementation and evaluation. • Ability to write clear and well-argued assessment and project reports • Experience of preparing successful funding proposals for donors • Demonstrated monitoring and evaluation skills • Experience of and commitment to working through systems of community participation • Excellent communication skills • Proven capacity to supervise, train and coach national staff. • Computer literate • Fluency in written and spoken English • Commitment to and understanding of Save the Children’s aims, values and principles

Desirable • Experience of and ability to represent SC work in external meetings. • Experience of community mobilisations, distributions and hygiene promotion • Ability to work both in an advisory and a hands on implementation capacity • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances. • Politically and culturally sensitive with qualities of patience, tact and diplomacy • Strong influencing skills and experience in advocacy
