Role and Responsibilities

To set-up and manage Medair’s health project in the Sool and Sanaag regions and ensure proposal objectives are met within the appropriate timelines, and services are delivered within the overall budget and meet Medair quality standards. Also to provide technical support to national staff for the implementation of high-quality care in all health projects.

Project Overview

Health, Nutrition, and WASH programme in Burao town, and rural southern Togdheer region, Somaliland. Start up of Health, Nutrition and WASH programme in Sool and Sanaag regions. Potential project include Emergency Responses and/or expansion of initial programmes into areas with critical needs.

Key activity areas

Health Project Management


• Develop and manage comprehensive activity plans covering the time frame of the projects as set out in project proposals.
• Ensure implementation is according to and within project budgets.
• Determine the project objectives and plans throughout the year.
• Ensure accurate and timely reporting of activities according to Medair, donor and coordination bodies’ timeframes and formats.
• Develop new proposals in cooperation with the Project Coordinator and Medical Advisor.
• Support Medair’s health sector by recommending improvements and enhancements to the technical sector on health policies in the Medair e-library.
• Oversee all clinical expertise on site and ensure capacity building and knowledge transfer occurs at all levels.
• Coordinate with the UNICEF logistics department to ensure relevant project related supplies and equipment are available on site in a timely fashion.
• Ensure the appropriate management of drugs, medical materials and equipment.
• Ensure sectoral integration, learning, sharing, and adoption of best practices as outlined in Sphere to ensure the quality of projects.

Logistics


• Prepare field orders in coordination with Health Manager and Medical Advisor.
• Coordinate with Project Support Manager in Caynabo in order to ensure accurate communication with Nairobi logistics department and timely delivery of equipment and material on site.
• Be responsible for supplying health facilities with necessary drugs and equipment in liaison with the Logistician and the Health Manager.

Staff Management


• Line-manage and coach the Health Manager and the rest of the projects staff.
• Ensure health staff are adequately trained within the operational and budget constraints.
• Provide coaching and supervision to staff so as to ensure ownership and full responsibility for health activities.
• Ensure a clear and transparent paper trail is prepared for handovers and smooth continuation of the role.

Qualifications


• Medical Doctor or registered general nurse

Experience / Competencies


• Five years clinical experience
• Experience in setting up and implementing primary health care
• Two years management experience
• Aptitude for community mobilisation and capacity-building
• Ability to live and work in conflict and rural environment
• Knowledge and experience of primary health care principles and management

Medair standard working requirements for the field


• Experienced professionals in a relevant field
• Committed Christians and committed to the Medair values (faith, hope, accountability, integrity, dignity, compassion)
• Minimum three months of overseas intercultural experience
• Strong working knowledge of English (spoken and written)
• Single or married (with no children under 18). If married, your spouse must also apply.
• Competent with Office Word, Excel, PowerPoint, and Outlook
• Successful completion of Medair’s Relief and Rehabilitation Course (ROC)
• Reflect the vision and values of Medair when interacting with team members, local staff, beneficiaries and external contacts
• Able to live and work with a multicultural team under difficult conditions
• Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity, honesty, and physically fit

Working Conditions • The team house is equipped with running water and electricity supply. The house will be shared with 5-8 other International / Kenyan staff members.
