POSITION TITLE: Health Coordinator COUNTRY PROGRAM: Somalia RESPONSIBLE TO: Country Director STATUS: Full Time, 6-Months SUPERVISORY CAPACITY: National medical/health staff & volunteers

** Fluency in Somali is strongly preferred **

PRIMARY PURPOSE OF THE POSITION The massive drought in the Horn of Africa, the worst in nearly 60 years, severely affected Somalia which is now experiencing famine in addition to its ongoing conflict.
The Somalia country program of the American Refugee Committee (ARC) is actively responding to current drought and famine crisis in Somalia from an operation base in Mogadishu. ARC is working closely with national and local authorities and with a number of Mogadishu-based international and national organizations to galvanize concerted and coordinated lifesaving humanitarian assistance to the people in need. The Health Coordinator will carry out various functions including development of health interventions, identification of critical health and nutrition needs and gaps, coordination, reporting, and training to ensure efficient program implementation. The Health Coordinator will represent ARC at Benadir hospital, liaise with partners and attend coordination meetings at the hospital and health cluster meetings. Finally, the Health Coordinator will develop responses and mitigation strategies.

MAJOR AREAS OF ACCOUNTABILITY PRIMARY DUTIES/RESPONSIBILITIES
The Health Coordinator is responsible for overseeing all ARC health interventions in complex emergencies and/or program start up and responds directly to the Country Director: • Conduct health assessments to determine immediate, critical health needs, • Develop concept papers, proposals, and budgets in collaboration with Rapid Response team and the Health Technical Team. • Coordinate and implement emergency health interventions as needed. • Collect critical health information to complete donor and internal reports. • Identify training needs of health staff and, train/ supervising local health staff. • Track mortality, morbidity and cumulative health statistics relevant to ARC programs and provide weekly situation reports on emerging health indicators. • Liaise and work closely with the management of the Benadir hospital, and the department of pediatrics in particular. • Supervise clinical duties in outpatient pediatric clinic, cholera treatment center, inpatient wards, including medical emergencies. • Supervise the identification of critical needs at Benadir hospital and the development of mitigation strategies. • Supervise setting up a cholera treatment center(CTC) in Benadir hospital Ensure appropriate mechanisms for program monitoring and evaluation, backstopping, and problem solving as necessary. • Supervise, mentor and coach national health staff and volunteers. • Represent ARC and attend relevant health inter-agency and cluster meetings. • All other duties assigned.

QUALIFICATIONS
• Public Health specialist with an MPH, with comprehensive PHC preferred. • Minimum two years overseas experience implementing and developing health programs in emergency and post conflict environments with limited/degraded local resources and infrastructure in insecure environments. • Minimum two years management experience required. • Experience in representation and interaction with donors, government officials, international organizations, and NGO representatives concerning health issues and initiatives in complex humanitarian emergencies. • Demonstrated experience in conducting rapid health assessments. • Familiarity or experience with Sphere Standards. • Familiarity with private, US government, UN and multi-lateral donors. • Demonstrated success in proposal development and securing donor funding (UN, USG, EU, etc.). • Strong computer skills including word processing, and excel. • English fluency required; fluency in Somali preferred.
