DESCRIPTION OF THE POSITION Title: Project Manager Sector: Gender Based Violence Location: Dadaab, Kenya Duration: 3 months, renewable Employee Category: Full Time Start of Contract: 1st October 2011

Background GRT is an international humanitarian organization working in Somalia in the fields of protection and mental health. The organization has been implementing two projects on improving the response to protection risks faced by refugees, asylum seekers, migrants and IDP communities in Northeastern Somalia through the provision of psychosocial support. GRT has also been implementing a project on improving protection of children affected by the armed conflict in Somaliland and Puntland, as well as another project on mental health which aims at improving mental health service delivery and mental health personnel’s capacity in Somaliland and Puntland. GRT is currently implementing also a project that aims at providing integrated psychosocial support to gender-based violence survivors in Galkayo (North and South).

GRT also is planning to start an operation in Dadaab refugee camps, which aims at strengthening prevention and response mechanisms to SGBV survivors through a community-based approach.

Within the framework of this project, the organization seeks to fill the position of Project Manager.

Job Description The Project Manager will be expected to lead and complete a project throughout its three-month setting-up period. . The Project Manager will supervise and work directly with one Project Manager Assistant. The Project Manager, under the supervision of GRT Nairobi Senior Staff, will share the project outcomes to local, national and international stakeholders/donors for reporting and advocacy purposes. The project staff will develop partnerships and referral pathways with local actors in order to increase population planning group’s access to basic services. This position demands a highly-motivated, independent and dedicated individual with strong assessment skills as well as the ability to effectively advocate. A strong level of English is required as well as working experience in emergency/humanitarian environments, and the ability to handle difficult living and working conditions.

PURPOSE OF THE POSITION The Project Manager will be responsible for the overall implementation of the project. With technical and managerial support, he/she will ensure that the goals and objectives of the project are met in a timely and effective manner. He/she will provide appropriate mentorship to his/her team (composed by a project manager assistant, a logistician, an administrator, two professional counselors, six social workers, 13 awareness and sensitization agents) and promote coordination among the local stakeholders.

The suitable candidate is required for the following purposes: 1. Supervising all the components of the GBV project in Dadaab: psychosocial services, sensitization activities and community trainings; 2. Ensuring cooperation with the local and international stakeholders; 3. Ensuring coordination with other humanitarian agencies; 4. Supervising GRT staff employed by the project; 5. Representing GRT with local authorities and at local meetings; 6. Monitoring, follow-up and reporting to the GRT Nairobi Senior Staff.

GENERAL RESPONSIBILITIES 1. Responding promptly to any protection risk or violation of the rights of women and children in Dadaab by reporting to Nairobi Senior Staff. 2. Respecting GRT’s Field Operational Procedures and Code of Conduct at all times. 3. Ensuring proper care of GRT’s properties in Dadaab office. 4. Undertaking any other task as indicated by the GRT Nairobi Senior Staff.

KEY RESPONSIBILITIES

Project Management ? To provide ongoing leadership, trainings, and guidance to staff and partner to ensure programming meets best practice standards and prioritizes the security of beneficiaries and staff. ? To monitor and evaluate project activities, keeping relations with donors and other local stakeholders under the supervision of GRT Regional Representative. ? To manage the project budget in line with GRT policies and practices. ? To ensure that all internal and donor reporting requirements are met. ? To contribute to project proposal writing, to identify and elaborate new intervention on the basis of GRT strategies and in collaboration with GRT Regional Representative. ? To ensure sound administrative practices with regards to record keeping, procurement and financial requests. ? To fulfill all donor and GRT HQ reporting requirements, ensure the timely preparation and submission of financial and narrative reports.

Technical components ? To develop and lead training and capacity building efforts to develop case management skills, effective psychosocial support, referral mechanisms and health care services for survivors; and community-outreach and awareness-raising skills. ? To Establish support mechanisms to ensure survivors can access services in a timely manner. ? To Implement staff training plans for team members.

Coordination ? Striving to collaborate and maintaining good working relations with, local authorities and local communities, engaging different stakeholders in taking active part in the project’s core issues.
? To Guide stakeholder forums and provide them with technical guidance to develop policy brief on the needs of women and girls. ? To Facilitate linkage between local community and authorities.

ESSENTIAL REQUIREMENTS 1. Bachelor/Master’s Degree in Psychology, Social Sciences or related fields. 2. Professional training in psychosocial support and counselling. 3. Minimum 2-year experience in working in protection programs in favour of gender-based violence survivors and/or other vulnerable groups such as children at risk and/or extremely vulnerable individuals with international organizations. 4. Excellent command of spoken and written English. 5. Strong interest in working in the field of psychosocial assistance and support. 6. Ability to write accurate reports, minutes and to create a database. 7. Good understanding of humanitarian practices and emergency activities. 8. Honesty and truthfulness. 9. Capability of working pro-actively and independently, with strong team building skills 10. Demonstrated experience in capacity building and trainings. 11. Working knowledge of computers. 12. Ability to live and work under pressure in an unstable security environment. 13. Experience in working with local stakeholders such as health clinics and NGOs. 14. Strong negotiation skills, preferably in conflict resolution settings.

PREFERABLE REQUIREMENTS 1. Excellent time management skills. 2. Basic accountancy knowledge. 3. Skills in creative thinking to make informed comments/proposals. 4. Confidence and self esteem. 5. Dedication.
