SENIOR PROJECT OFFICER – WASH (GAROWE, SOMALIA) - CARE

CARE Somalia is an International NGO working in Somalia. CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, through its strategic goal to reduce poverty by empowering women, enhancing access to resources and services, and improving governance. Job Summary The Senior Project officer-WASH will report to the WASH Manager- EC WASH facility and will be responsible for promoting cordial working relationships with partners, communities and the Government in Puntland state of Somalia. In addition, he/she will be responsible for promoting hygiene and sanitation component of the project through delivery of PHAST and CHAST. He/she will be required to work with community groups and design appropriate training and materials for hygiene promotion. At the same he or she is expected to support project partners in the delivery of the project activities at each site. This position will be based in Garowe, Puntland but requires substantive travel to project sites covering three regions (Mudug, Nugaal & Karkar) of Puntland.

Job Summary R1: Project Implementation
1.1 Support NGOs in setting up community planning processes 1.2 Provide inputs for trainings organized by the community & partners particularly in hygiene and sanitation trainings. 1.3 Provision of training of project partners on particular capacity gaps of the partner 1.4 Support the WASH manager in identifying the right contractors for infrastructure development
1.5 Ensure that timely field assessment visits are conducted to project sites to ensure that the needs of the community are consistent to those proposed. Assessment visits will also ascertain whether the project will actually benefit the intended beneficiaries. 1.6 Support consultants hired by CARE to conduct baseline and KAPP studies

R2. Partnership & Capacity Building 2.1 Identify areas in which implementing partners and project participants are showing weaknesses. Provide relevant advice and recommendations for improvements to rectify the weaknesses. 2.2 Identify training needs for LNGO partners and communities in the area of the delivery of CHAST & PHAST and in monitoring of AWD 2.3 Support partner project officers in the delivery of project activities in the different project sites.
2.4 Cultivate mutual working relations with partners, line ministries, communities and other organization in the delivery of the project.

R3: Project Monitoring and review 3.1 In collaboration with the WASH manager organize monthly and quarterly program meeting to review progress and address challenges. 3.2 Conduct project-monitoring visits after funds have been released to contractors, ensuring that activities are implemented as per agreement. This includes: 3.2.1 Develop a monitoring plan for every contractor or partner that receives funds from the project. 3.2.2 Ensure that there is adequate level of community participation during the project implementation

R4. Reporting

4.1 Review all implementing partner monthly progress reports from assigned areas before submitting to WASH Manager. 4.2 Prepare reports on each field visit conducted and submit to the WASH Manager 4.3 Compile project implementation data from assigned areas on a monthly basis and submit it to the WASH Manager

R.5 Others 5.1 To bring to the notice of the WASH Manager any discrepancies, serious incidents or any urgent information that may need serious consideration regarding day to day project activities
5.2 To fulfill any additional assignments as deemed necessary by the organization

Required Qualification • University degree in social sciences or any other related field. • At least 3 years working experience with INGOs in WASH

• Strong command of English • Good interpersonal and communication skills • Good computer skills MS and Excel • Excellent staff management for construction works • An individual with initiatives and strong team work skills • Clearly conveying information and ideas through a variety of media to individuals or groups • Establish courses of action for self and others to ensure work completed efficiently and effectively
