If you are qualified Somali National looking for a chance to make a real difference in the lives of vulnerable Somali children while gaining opportunities for career growth, you are invited to apply for the above post of WASH Specialist, with UNICEF Somalia to be based in Bossaso. If successful, you’ll be part of a dynamic and passionate team in Somalia and Nairobi that works together to improve the health, nutrition, water, sanitation, hygiene, and basic education of Somali girls and boys and protect them from violence, exploitation and abuse. The successful candidate will be offered a Fixed Term Appointment for one year. Further extensions will be based on organizational needs, availability of funds and satisfactory performance. Purpose of the Post Under the guidance of the WASH Specialist (L-3 WES), responsible for the planning, implementation, technically advising, monitoring and evaluation of projects within the WES sectors with special focus on water supply component for the North East Zone. Major duties and responsibilities 1. Provide technical advice and assistance to government officials and other partners in the planning, implementation, monitoring and evaluation of water supply project(s). Undertake field visits to monitor projects, as well as conducts periodic programme reviews with government counterparts and other partners. Propose and/or undertake action on operational procedures affecting project management and implementation. 2. Design, prepare, implement, monitor and evaluate water supply project(s). Analyze and evaluate data to ensure achievement of objectives and/or takes corrective action when necessary to meet programme/project objectives. Contribute to the development and/or introduction of new approaches, methods and practices in project management and evaluation. 3. Participate in inter-sectoral collaboration with other programme colleagues. Assist in development of appropriate communication and information strategy to support and/or advocate programme development for drinking water systems. 4. Coordinate with the Operations/Supply staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and government accountability. Certify disbursements of funds, monitors and submits financial status reports to the WASH Specialist or Chief Of office as required. 5. Participate in the development of the sectoral work plan, ensure the achievement of specific assigned objectives. Provide guidance and support to staff in meeting project objectives. 6. Contribute towards the preparation of the Situation Analysis by compiling data, analyzing and evaluating information, and writing chapters of the Analysis. 7. Prepare the sectoral documents for the Country Programme Recommendation (CPR) and Plans of Action, Country Programme Summary Sheet, and other programme documents, as required. 8. Meet with national and international agencies covering the management of water supply projects. Participate in meetings with ministries responsible for project review, and follow up on implementation of recommendations and agreements. 9. Assist government authorities in planning and organizing training programmes. Identify training needs and objectives for the purpose of capacity building, programme sustainability, as well as promotion and advocacy. 10. Ensure the accurate and timely input of project information in the computerized programme system, and issue status reports for monitoring and evaluation purposes. 11. Prepare programme/project status reports required for management, Board, donors, budget review, programme analysis, annual reports, etc. Qualifications, Experience and Attributes ? Advanced university degree in Civil Engineering or related technical field. (A first university degree in combination with qualifying 7 years of experience may be accepted in lieu of the of the advanced university degree) ? Five years of progressively responsible professional work experience at the national and international levels in programme management, monitoring and evaluation, in drinking water supply area. ? Knowledge of the latest developments and technology in related fields. ? Analytical, negotiating, communication and advocacy skills. ? Fluency in English and another UN language required. ? Knowledge of the local working language of the duty station is an asset. ? Supervisory and managerial skills. ? Leadership and teamwork abilities. ? Computer skills, including internet navigation and various office applications. ? Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, both within and outside the organization.
