The Horn of Africa (HoA) programme is NRC’s largest mission globally. Operations began in Somaliland in 2004, expanded to Puntland in 2006, South Central and Dadaab in 2007. In 2011, NRC established presence in Kakuma, Kenya, as well as Shire and Dolo Ado in Ethiopia. In 2012, NRC commenced operations in Yemen. The Regional Office is based in Nairobi, Kenya.

Prioritized activities focus on shelter and infrastructure construction; water, hygiene and sanitation; emergency education including youth education; protection; food security and distribution. Programs target both emergency responses to acute crises as well as the capacity to address recurring protection needs of refugee or IDP populations through durable solutions. Obtaining and maintaining access to the displaced populations remains the main operational challenge in the Horn of Africa region and in particular in Somalia.

Job description ?Function as the Head of the Internal Programme Development Unit (PDU) which is responsible for programme quality and development, follow-up of activities, monitoring and evaluation (M&E) activities and standardization of core competencies throughout the programme ?Ensure that the staff in the PDU are managed and effectively utilized to support the development of the programme ?Line management of the PDU team members ?Contribute actively in strategic planning processes ?Contribute to the analysis of the political and humanitarian context ?Ensure quality implementation of programme/projects ?Quality control of proposals, budgets and reports to donors ?Ensure a conscious programme approach in line with the “do-no-harm” principles ?Ensure quality monitoring and documentation of programme/project activities ?Preparation and quality control of required reports ?Strengthen the common NRC identity amongst staff ?Ensure optimal use of human resources in the programme, incl. promotion of team work and team spirit, and securing adequate training of staff ?Develope and monitor the annual calendar of deadlines for reporting on projects/submission of project proposals ?Regular project follow ups

Personal qualities ?Proven ability to lead and inspire others ?Result oriented and problem solving ?Coping with a changing environment, both on a professional and a personal level ?Ability to work under pressure, independently and with limited supervision ?Culturally sensitive ?Flexible – and it helps if you have a sense of humour ?All employees of the Norwegian Refugee Council should be able to adhere to our Codes of Conduct and the four organizational values: Dedicated, innovative, inclusive and accountable

Qualifications ?Minimum 5 years management experience in humanitarian/recovery/development context ?Experience from working in complex emergencies ?Relevant university degree or higher education, preferably in management, social sciences or international development ?Communication and interpersonal skills ?Documented skills in formulation of programme/project proposals, budgets and reports ?Ability to analyse political and humanitarian crisis contexts ?Ability to represent an organisation at different levels ?Understanding of gender issues ?Ability to use Logical Framework Approach as a tool in project/programme design and follow-up ?Fluency in English, both written and verbal

We offer ?Commencement: March 2013 ?Contract period: 12 months with possible extension ?Salary/benefits: According to NRC’s general directions, and free housing of moderate standard. Please note that tax fees may occur for some countries ?Duty station: Nairobi, Kenya with 50% travel within the region to Ethiopia, Somalia, Kenya and Yemen. International staff for NRC lives in modest accommodation.
