Functional Title: Sexual and Reproductive Health and Rights (SRHR) and
Programme Monitoring &Evaluation (M&E) Consultant
Grade: Consultant (international)
Duty Station: IOM Somalia (based in Nairobi, Kenya)
Duration of Assignment: 90 days over a period of 01 Oct 2013-14 March 2014
Starting date: 01 October 2013
Background
Reproductive health problems remain the leading cause of ill health and death for women of
childbearing age in Somalia. Impoverished women, especially those living in developing
countries, suffer disproportionately from unintended pregnancies, maternal death and
disability, sexually transmitted infections including Human Immunodeficiency Virus (HIV),
gender-based violence (GBV) and other challenges related to their reproductive system and
sexual behaviours. Maternal and neonatal mortality rates in Somalia are extremely high.
Little can be done about maternal mortality without universal access to family planning
(allowing families to maximize the overall well-being of their families) and a functioning
health system that ensures rapid access to reproductive health services and specifically
emergency obstetric care.
General Functions
Under the overall supervision of Chief of Mission and under the technical supervision and
guidance of Health Programme Coordinator, and in close coordination and consultation with
all relevant IOM colleagues especially Health Programme Officer (Gender) and Project
Monitoring and Evaluation (M&E) Officer, the incumbent will be assigned to 1) ensure the
integration of Sexual and Reproductive Health and Rights (SRHR) component (health
education on pregnancy and childbirth, etc) in the existing migration health programme in
Somalia by creating linkages such as HIV and GBV within SRHR and 2) objectively monitor
and evaluate the existing primary healthcare component of programme implementation.
Specific responsibilities include:
SRHR:
1. Conduct internal consultative meetings with MHD colleagues to establish the
integration of reproductive health component within the existing migration health
programme in seven locations throughout Somalia in line with MHD Somalia’s
strategy, Essential Package for Health Services (EPHS) for Somalia, and etc.
2. Conduct SRHR trainings for various key stakeholders (government authorities,
partner NGOs, UN agencies, donors, MHD colleagues, etc) to provide technical
support to implement the SRH component.
3. Provide technical support on on-going health service delivery activities within set up
of Maternal Child Health (MCH) clinics, Migrant Response Centers (MRCs) and
advice on ways to better ensure access to reproductive health information and
services within an emergency context for key and vulnerable populations
M&E:
4. Conduct M&E on migration health programme implementation through SWOP
analysis to identify the strength, weakness, opportunity an challenges and provide
recommendations based on the findings.
5. Produce a brief internal report on the findings and conduct a small workshop to
disseminate the findings with the key stakeholders to improve the efficiency and
effectiveness of the existing programme.
6. Train key identified field staff for continuation of regular effective M&E.
Required Qualifications
1. Master’s degree or higher in Public Health, International/Global Health, Health
Sciences, or related fields from internationally accredited academic and/or research
institutions.
2. At least 10 years of public health related work experience in developing countries.
3. At least 5 years of public health related work experience in emergency, conflict,
and/or post-conflict setting.
4. At least 3 years of public health related work experience in Horn of Africa, including
Somalia.
5. International work experience in SRHR, monitoring and evaluation on public health
programme, and migration health.
6. Good knowledge of Microsoft Office and internet applications, knowledge of SPSS,
SAS, Epi Info is an asset.

Deliverables and work plan
1. Successful completion of internal consultative meetings to set up a RSH component
(by mid Oct 2013)
2. Successful completion of start-up of RSH component (mid Nov 2013)
3. Successful completion of RSH training (by mid Dec 2013)
4. Successful completion of M&E on implementation (by mid Jan 2014)
5. Successful completion of programme review workshop (by mid Feb 2014)
6. Successful completion of M&E report and internal workshop (by mid Mar 2014)
