ESSENTIAL REQUIREMENTS

Master’s degree in public health or related fields

Three years of relevant work experience

Extensive previous experience with health and/or health integrated projects

Very strong finance and administrative skills

Knowledge of logistics procedures

Demonstrated ability to work with diverse groups of stakeholders and to develop consensus and partnerships

Willingness to travel to remote areas

Fluency in English (oral and written)

DESIRABLE REQUIREMENTS

Familiarity with the Somali context

Knowledge of IDP contexts

WORK CONTEXT

In September 2012, for the first time since the fall of Siad Barre’s government in 1991, a democratically elected government was instituted in Somalia. This government faces severe challenges, including ongoing conflict and lack of infrastructure. One of the most significant threats to the government is that it may not be able to meet the competing demands – security, health, nutrition – of a population that has experienced war for over 20 years. If it fails, then militarized fragments – both al Shabaab and others – may increase activity, therefore increasing the chances of protection concerns and in particular sexual violence.
The Somali context of civil war and drought has taken a toll on the population, many of whom suffer from malnutrition, lack of income, lack of access to health services and lack of access to other basic services. Women and children are at particular risk. The under five mortality rate is ranked number 1 in the world; life expectancy is 51 years; antenatal care coverage is at only 26% and prevalence of FGM is at over 90% Mogadishu: Cesvi’s MCHs in Mogadishu receive approximately 100 patients per day. Mobile clinics provide services to particularly vulnerable and at-risk IDPs. In Mogadishu, despite a small number of actors operating in GBV and Child Protection, reach and impact remains small. Cesvi intends to provide a one stop shop in the form of the safe space centres in Mogadishu, an innovative and desperately needed service for both adult and child survivors of GBV.
Gedo: Cesvi is currently providing psychosocial support to children in Gedo. Cesvi has 3 safe space centres which provide support to approximately 1000 children per year. Cesvi’s existing staff indicate that there are significant unmet protection & health needs in Gedo. There is no service provision of psychosocial support for women and children or rehabilitaiton & reintegration in Gedo, apart from the safe space centres that Cesvi is currently starting up.

JOB DESCRIPTION

Program

• Implement integrated health/protection/CP program targeted at pastoralist communities

• Ensure that current and potential needs of beneficiaries in the programmatic plan are met

• Set program objectives and targets and guide staff towards programmatic achievement

• Oversee all aspects of the program, and be responsible for the quality of program delivery and outputs

• Ensure an effective M&E system is in place and in use for all activities and projects of the program and oversee continual improvement in assessment and communication of impact

• Coordinate all aspects of programming with other programs and initiatives as appropriate

• Establish and develop links with government and NGOs in the fields of community service, income generation/economic empowerment

• Report to the Country Director about activity progress, issues, risks and constraints on a weekly basis

• Lead weekly program management meeting

Operational and Financial Oversight

•Supervise operational aspects of the program and ensure that Cesvi protocols and procedures are applied and respected

• Ensure proper maintenance of procurement consistent with Donors and Cesvi policies and guidelines

• Monitor all program financial expenditures and prepare forecasts

• Ensure that cash management practices and record keeping are in accordance with Donor and Cesvi regulations

• Contribute to the timely preparation and submission of reports (narrative and financial) to Donors

Personnel Management

• Ensure effective selection, orientation and supervision of staff

• Ensure personnel files are current and policies are understood and properly followed

• Conduct performance assessments, build the capacity of the teams through training and on-the-job coaching and provide feedback regularly and appropriately
