Operational Coordinator - Kenya & Somalia

Context:

As a result of the contested 2007 Kenya presidential elections, the country faced riots & violence which led to massive population displacement and up to 1200 deaths. As much as the situation remains overall stable and secure for the region, it is key to bear in mind that some destabilizing factors are still present: an important one is the Kenyan military operation into Somalia (started in October 2011 and still ongoing). This creates a terrorist threat on Kenyan soil emanating from the Al Shabaab Somali militias (or its backers in Kenya). This threat has become clear after the recent attack on a shopping mall. The second is the aforementioned never ending political wrangles

Kenya-Somalia Program is one of the most complex programs of HI, with 5 sites, covering 2 countries. Historically, the program has developed several innovative thematics (HIV & Disability, GBV, Post Violence Management and currently Road Safety…) and benefitted from a large range of competences & technical resources. Priority was given some years ago to national staff promotion at mid level management.Currently, the program is in a rebuilding phase. After a significant reorganisation in 2012, the focus is now again on high quality programming and measured growth.

Job description:

The operational coordinator is working under the supervision of the program director and is directly managing project managers and site coordinators.The position is cross-cutting, guiding the program on operational strategy, quality of actions, capacity building of the teams and monitoring and evaluation.

Key Responsibilities: - Participate to the development of the operational strategy of the program and its mid term reviews - Develop and write new projects in respect of the operational strategy in collaboration with the technical unit and under the supervision of the program director - Supervise and guide the implementation of the monitoring and evaluation strategy developed by headquarter - Animate quarterly monitoring and evaluation meeting of all projects, in collaboration with the technical coordinators and support services - Strengthen project cycle management skills for senior staff - Develop in coordination with the PD a culture of networking; participate to national and international – related meetings / clusters / etc - Pilot the capitalisation activities. - Work in close collaboration with the technical unit and guarantee the regular involvement of the project - related technical referents from headquarters - Guarantee the respect of donor’s reporting deadlines and support the staff in the report writing - Participate to the recruitment of human resources needed for the implementation of the projects

Job Environment : The position is based in Nairobi, but the program is covering two countries, Kenya and Somalia (activities in Somaliland and Puntland). One project is extending into Tanzania. The operational coordinator is expected to travel to the sites on a regular basis (Kitale, Dadaab, Hargeisa and Garowe). Some sites are on a high security focus e.g Garowe (Puntland, Somalia), Dadaab (North Eastern Kenya). Kenya is a large country with a good quality of life despite urban insecurity in Nairobi, as is common in a metropolis where the gap between the rich and the poor is both extreme and highly visible. This calls for specific security rules to be abided to.

Candidate Profile: Mandatory: - Master degree - At least 5 years experience in project or program coordination in a development context - Experience in monitoring and evaluation - Large experience in proposal writing & reporting

Complementary: - Social, public health or paramedical studies - Emergency project management - Good financial management knowledge

Required language skills: English (written and spoken) French would also be an advantage

employment conditions: Salary: 2100 – 2400 € gross salary/month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children
