CARE is seeking and experienced Emergency Team Lead to provide overall leadership and direction to all CARE emergency programs in Somalia, including all water and sanitation programming and is responsible for ensuring all emergency programs reach their goals and objectives.

The Emergency Team Lead must be experienced in donor liaison, particularly with USAID, ECHO and OFDA; proven experience in managing large, complex programs in conflict affected countries; and should demonstrate experience in emergency preparedness planning. The Emergency program is multi sectoral and the Emergency Team Lead should demonstrate experience in working with diverse staff, and numerous partners. The program has a particular emphasis in the water and sanitation sector, and experience of managing such programs is preferred.

· Emergency Project Management and Implementation

· General Management and Leadership

· Human Resources

· Public Relations / Media / Representation

· Safety and Security

· Administration and Finance

Required:

· Bachelors degree

· 3 – 5 years humanitarian aid experience

· Somali language fluency essential

· Excellent analytical, problem solving and strategic planning skills

· Experienced in project design, planning, proposal writing and project reporting

· Excellent team work skills and the ability build good relations both internally and externally

· Experience of staff management, training and briefing

· Excellent verbal and written communications skills

· Experience working as part of a team

· Evidence of strong analytic skills

· Computer literacy, including facility with Word, Excel, and other Microsoft Office applications

· High level of analytical and interpretative problem solving

· Ability to develop and implement solutions independently

Desired:

· Masters degree

· Have practical field experience in the application of SPHERE standards

· Be familiar with and abide by the NGO/Red Cross Code of Conduct, People in Aid, and other regulatory Codes
