If you are qualified Somali national and looking for a chance to make a real difference in the lives of vulnerable Somali children while gaining opportunities for career growth, you are invited to apply for the post of Budget Assistant Officer with UNICEF Somalia to be based in Hargeisa.
The incumbent will work under the close supervision of the WASH Specialist, contribute to programme planning, administration, implementation and evaluation of the project activities, data analysis and progress reporting relevant to WASH in Somaliland.
If successful, you’ll be part of a dynamic and passionate team in Somalia and Nairobi that works together to improve the health, nutrition, water, sanitation, hygiene, and basic education of Somali girls and boys and protect them from violence, exploitation and abuse.
The successful candidate will be offered a Fixed Term Appointment for one year. Further extensions will be based on organizational needs, availability of funds and satisfactory performance.
Major duties and responsibilities:
1. Undertake ongoing field visits to UNICEF project sites for the purpose of orientation to project activities and local conditions. Prepare routine reports on results of visits and project progress. Including undertaking preparatory arrangements for visits to project sites for WASH section, government and other partners, which include providing information and briefing on project activities and supporting travel arrangements.
2. Collect and assemble data and background information with regard to WASH programmes/projects and provides updated information on WASH programme/project financial and administrative status for analysis and report purposes. Analyse programme/project status and recommend appropriate adjustments. Prepare tables, graphs or other statistical data for technical review/monitoring purposes.
3. Support WASH section in monitoring and tracking programme, administrative and financial issues with Government and partners including Programme cooperation agreements and other direct cash transfers to partners, follow with partners to ensure timely and accurate funds liquidation. Ensure proper rising of financial payments in accordance with the Grant conditions and closing of financial commitments for completed activities with Government and partners in the UNICEF financial system.
4. Monitor the flow of supply and non-supply assistance to local authorities. Drafts supply and financial documentation. Collect and record information on supply/non-supply inventory, distribution and utilization.
5. Investigate queries regarding authorization, delivery or payments and follow up with finance, administrative, supply and programme staff on processing of payments, advances to governments and liquidation of accounts. Ensure that activities are in accordance with work plan of action.
6. Communicate with counterpart local authorities on project details. Recommend courses of action to supervisor.
7. Support the WASH section in proper filing of documents and reports and establish a system for easy documents retrieval for the benefit of the section and other users.
8. Drafts programme budgets, ensuring accuracy and appropriateness of coding in accordance with UNICEF system. Drafts and issues updated status reports.
9. Contribute to drafting weekly, donor, annual and other reports, as required from the section.
Qualifications, experience & Skills
? A University degree in Water Engineering, Public Health, Social Sciences, Business Administration, or other relevant disciplines,
? Minimum of Two (2) years professional work experience one of which should be in project administration, including data collection and analysis.
? Knowledge of English language and the local working language of the duty station is a requirement.
? Previous experience in working with water supply, sanitation, and hygiene promotion and school WASH programmes is an added advantage.
? Strong negotiating, communication and advocacy skills.
? Computer skills, including various office applications.
? Ability to work and live in difficult environment.
? Ability to establish harmonious working relations in an international and multicultural environment.
