Qualified Somali Nationals are invited to apply for the position of Water, Hygiene and Sanitation (WASH) Officer, to be located at the UNICEF Hargeisa. The successful candidate will be offered a Fixed Term Appointment for 1 year. Further extensions will be based on organization needs, funding availability, and satisfactory performance.

Purpose of the Post:

Under the close supervision of a Zonal WASH Specialist in Hargeisa, contributes to programme planning, administration, implementation, monitoring and the evaluation of the WASH programme activities, including teamwork and capacity building.

Major duties and responsibilities:

- Undertake ongoing field visits to UNICEF project sites for the participation in, or observation of WASH activities and local conditions and prepare necessary routine reports on results of the visits and project progress.
- Collect data and background information with regard to programmes/projects and provides updated information on WASH programme/project financial and administrative status for analysis and report purposes.
- Provide support to Rural/urban water projects and UNICEF emergency response in the zone. Analyze programme/project status and recommends appropriate adjustments. Prepare tables, graphs or other statistical data for technical review/monitoring purposes.
- Monitor the flow of supply and non-supply assistance to local authorities. Drafts supply and financial documentation. Collect and records information on supply/non-supply inventory, distribution and utilization.
- Investigate queries regarding authorization, delivery or payments and follows up with Finance, Administrative, Supply and Programme staff on processing of payments, advances to governments and liquidation of accounts. Ensures that activities are in accordance with plans of action.
- Communicate with counterpart local authorities on project details and recommend courses of action to the supervisor.
- Undertake arrangements for visits to project sites for government and other partners, which include providing information and briefing on project activities and status.
- Draft programme budgets, ensuring accuracy and appropriateness of coding in accordance with PIDB system.
- Draft sections of donor, annual and other reports, as required.

Qualifications, experience & Skills

- University degree in engineering, hydrology or a related technical field.
- Five years professional work experience of which one year should be in project administration, including data collection and analysis.
- Fluency in English and the local working language of the duty station is required. Knowledge of another UN language is an asset.
- Analytical, conceptual communication skills are required.
- Planning and monitoring skills; ability to organize work & projects.
- Ability to make timely and quality judgments and decisions.
- Computer skills, including internet navigation, and various office applications.
- Commitment to continuous learning for professional development.
- Ability to work in a multi-cultural environment, and establish harmonious and effective working relationships both within and outside the organization.
