Position Title: Health Programme Officer
Classification: Official, Grade Equiv. P2
Type of Appointment: Special, six months with possibility of extension

General Functions:

Under the overall supervision of the Regional Representative and Regional Migration Health Assessment Coordinator and under the direct supervision of the Health Programme Officer, and in close cooperation with the IOM sub-offices in Somaliland and Puntland, the successful candidate will plan, lead, organize and coordinate the IOM Somalia health & HIV programme.

In particular, he/she will:

1. Responsible for the overall monitoring of all partners in the field, including partnership agreements, funding disbursements, narrative and financial reporting as per IOM and Global Fund guidelines, and on quality of activities to be undertaken.

2. Monitor the programme including adherence to work plan, timeframes, project log frame and outputs and the Global Fund performance evaluation framework.

3. Assist in the planning of baseline assessments in risk zones and other assessments as part of the project and overall programming activities, including oversight of methodology development, data collection, analysis, write up and dissemination of the findings.

4. Monitor the overall development and roll out of Information Education Commission (IEC) and Behaviour Change Communication (BCC) materials at the beginning of the project.

5. Undertake regular and quarterly monitoring visits as required; including all project sites (pending security situation).

6. Ensure timely submission of all donor reports, press releases, and management of public information related to the project.

7. Develop and implement the output monitoring framework to facilitate timely reporting and for data analysis with a view towards peer reviewed publication.

8. Liaise closely with the donor, AIDS Commissions, stakeholders and partners in the field related to health and HIV/AIDS.

9. Identify health programming opportunities in Somalia - within and beyond the field of HIV. Liaise with health partners in the identification of data needs and develop concept notes for resource mobilization in close collaboration with government and IOM colleagues.

10. Attend all meetings held by the Somalia Support Secretariat and the GF Principal
Recipient.

11. Attend and provide technical support to UN and interagency working group meetings and other forums for Somali.

12. Undertake duty travel to Somalia.

13. Perform such other duties as may be assigned.

Desirable Qualifications:

Education and Experience

a) University degree in Social sciences, Public Health or other related field; b) three years of experience in the field of health programming, with expertise on HIV; c) experience in programme development and management, including resource mobilization, an asset; d) understanding and demonstrated experience focus on migrant/mobile and/or at-risk groups an advantage; e) working experience in Somali an advantage.

Competencies

a) Excellent communication skills both oral and written; ability to write clearly and concisely; b) strong strategic, analytical and creative thinking; c) good interpersonal and organizational skills; ability to work independently; d) ability to work under tight timelines and deadlines in challenging settings; e) ability to handle multi-task under time constraints; f) ability to supervise and direct staff; g) demonstrated ability to identify, approach, and coordinate with stakeholders of diverse backgrounds and levels of expertise; h) personal commitment, efficiency, flexibility and drive for results; i) demonstrated gender awareness and gender sensitivity; j) ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds; k) good level of computer literacy including the use of Microsoft Office, MS Publishing, Website Design and Adobe Photoshop.

Languages

Excellent oral and written communication skills in English. Working knowledge of Somali an advantage.
