The NRC Regional Office is based in Nairobi, Kenya with offices and operations in Djibouti, Somalia (Puntland, Somaliland and South & Central Somalia), Ethiopia (Addis Ababa, Shire, Assossa and Dolo Ado), Kenya (Dadaab and Kakuma) and Yemen (Aden and Sanaa). The program sectors NRC is implementing activities are- WASH, Shelter, Food Security, Education, and ICLA (Information, Counselling & Legal Assistance). Program activities are targeted for vulnerable populations including IDPs, refugees, returnees and local communities. Programs target both emergency responses to acute crises as well as the capacity to address recurring protection needs of refugee or IDP populations through promotion of durable solutions.

The primary role of the Regional Program Manager– WASH will be to provide technical support in initiating and improving the implementation of all WASH activities within the Horn of Africa and Yemen regional programme ensuring they are of high quality and implemented in line with regional strategy for the mission and respective country strategies. The RPM will be responsible for overall technical guidance to the teams in the country programmes in terms of strategic planning and quality implementation of the NRC WASH activities. Based in the Puntland office, Somalia, the RPM- WASH will undertake travels to various countries and field offices within the region. The position reports to the Regional Programme Director for Horn of Africa and Yemen. The position is part of the Regional Program Department (RPD) for NRC and works closely with the RPMs for other NRC core competencies, Project Managers and Area Managers.

Job description

Strategic and technical Guidance for WASH programme implementation and excpanding the sector within the regional mission
Provide technical leadership to the programme in line with the regional WASH strategy
Collaborate with the WASH and Shelter Project Managers (PMs), PC’s and RPD to establish sound internal controls
Provision of technical advice at field level
Design projects and programmes
Work with RPMs for Shelter, Education, Food Security to identify and promote synergy between the sectors
Ensure that NRC WASH programmes include cross cutting issues and mainstreaming of these
Scoping, facilitating and encouraging innovative approaches to programming in the region
Identify various donor priorities and funding opportunities for WASH interventions within the region
Participate in development of high quality proposals and concept notes
Review strategic donor reports
Establish partnership with relevant research and academic institutions
Provide support to the programme teams and field management
Assisting in the scoping of bridging WASH programme priority needs
Coordinate at a regional level with technical focal points of different organisations and NRC technical unit
Standardise technical approaches and guidelines within the region around WASH interventions
Promote a culture of shared learning through effective knowledge management
Assist in the development of the WASH emergency preparedness, contingency planning and response capacities
Representation and Advocacy
Representing NRC at UN sectoral coordination forums, inter-agency engagements and at national level where appropriate
Leading on monitoring and analysis of policy issues affecting WASH sector Advising the management and policy & advocacy team on key message formation
Participating in cluster technical task force and development of standard guidelines
Promote NRC’s goals through recommendations for advocacy and policy dialogue
Capacity building of NRC staff and partners within the region
Support in recruitment of WASH technical staff
Develop training packages and modules for WASH and implementing training of staff and partners
Helping to identify programme priorities and problems
Qualifications

At least 8 years of technical experience implementing and managing WASH related interventions, especially in refugee/ IDP/ displacement contexts
Senior WASH programme and/ or technical supervision experience (ideally in horn/ sub-Saharan Africa region)
Advanced understanding and experience on programme monitoring and evaluation issues.
Ability to design M & E tools relevant to the WASH sector and roll it out to the technical and M & E teams
Experience in leading multisectoral assessment teams and providing technical guidance on WASH issues, in response to emergencies
Ability to work closely with field based national staff, experience in staff training and development approaches
Strong analytical skills
Experience working with various donors and conversant with their technical frameworks and strategies
Good understanding and programmatic experience on cross cutting issues such as gender, protection and environment
Ability to write high quality concept notes and technical sections for donor proposals
Project design and management skills
Experience working with statistical computer software packages
Personal qualities

Goal oriented with ability to work under pressure, independently and with limited supervision
Ability to prioritize multiple tasks in a fast paced and complex environment
Willingness to travel throughout the region
Flexible and proactive attitude towards problem-solving

We offer

Commencement: November 2013
Contract period: 24 months
Duty station: Puntland, Somalia with shared housing, and limited recreational and social facilities. Frequent travels (60-70% of the time) in the region including Nairobi
