PSI opened its platform in Somaliland in 2007. During 2008, a diarrheal disease management project was launched – incorporating the social marketing of locally branded aquatabs with hand washing communications. The platform is now preparing to launch a reproductive health program, including the launch of misoprostol for the prevention of post partum hemorrhage in the third quarter of 2009, and birth spacing communications and oral contraception in late 2009 / early 2010. PSI Somaliland now requires technical support to implement these activities, providing guidance and training to the Reproductive Health program staff and support for the Country Representative.

The Reproductive Health Technical Advisor is an extended consultancy position of 2 – 3 months and the advisor will be responsible for ensuring the training and capacity building of national staff as well as for key deliverables.

RESPONSIBILITIES:

The scope of work includes but is not limited to:
- Provide technical guidance to PSI Somaliland’s ongoing and new reproductive health program, including misoprostol, oral contraceptives and birth spacing
- Strengthen reproductive health program staff capacity in project design, and development and implementation of key strategies
- Provide technical guidance on reproductive health issues and give input to marketing and communications campaigns
- Evaluate misoprostol launch in pilot region and assist in development and implementation of strategy for national rollout
- Assist in development and launch of branded oral contraception
- Develop and launch birth spacing communications campaign including recruitment and training of IPC agents
- Strengthen the capacity of and provide technical support to reproductive health program staff to develop and maintain programmatic feedback mechanisms for effective program management
- Support the Country Representative in targeted advocacy and trainings with key stakeholders

QUALIFICATIONS:

- Masters degree in relevant field (MD, MPH or MBA preferred) or significant equivalent experience
- Familiarity with reproductive health programming
- Experience in capacity building national staff
- Familiarity with distribution of pharmaceutical products an advantage
- Experience working in an Islamic country an advantage
- Excellent English written and verbal skills
