Based in its UNICEF Somalia Support Centre, Nairobi Kenya.

If you are a passionate and committed professional and want to make a lasting difference for children, the world's leading children's rights organization would like to hear from you. UNICEF seeks a HIV/AIDS Specialist to be based in its UNICEF Somalia Support Centre, Nairobi Kenya.

Under the general guidance of the Chief, CHEP, the HIV Programme Manager will be responsible for the development, planning, implementation, monitoring and evaluation of the HIV prevention, treatment and care programme.

The specific purpose and objective of the assignment are to: ensure the HIV programme is evidence informed, well coordinated and demonstrates results; represent UNICEF on HIV in interagency forums and with GFATM, ensure programme activities meets targets and deadlines; ensure timely reporting on the progress of implementation, status of field monitoring and periodic reviews/evaluations, as required; and liaise with the LFA, the GFATM and UNICEF Programme Funding Office for requests of disbursement to ensure continuity of the Programme.

Major challenges will be to:

i) coordinate a large number of partners to effectively respond to HIV in the context of Somalia

ii) maintain a positive relationship with donor, non-governmental stakeholders, government authorities, and UN agencies

iii) maintain quality programming in a complex emergency environment with increasingly reduced access

Your profile:

-Advanced university degree in social/behavioral sciences, law or public health (sociology, anthropology, psychology, health, law, education) with emphasis on HIV programming.
-Eight years progressively responsible professional work experience in programme formulation, planning, management and evaluation of HIV programmes.
-Knowledge of latest developments and technology in the area of HIV programming in low prevalence settings.
-Proven ability to conceptualize, innovate and execute ideas, as well as to transfer knowledge and skills.
-Ability to express clearly and concisely ideas and concepts in written and oral form.
-Proven skills in supervision, planning and management
-Good analytical and negotiating skills.
-Ability to organize and implement training
Demonstrated ability to cope with stressful and difficult conditions, and political/cultural sensitivity and work harmoniously in a -multicultural environment with special emphasis on Eastern Africa
-Experience working in Somalia/and or implementing HIV programmes in an emergency context is an asset.
-Computer skills, including internet navigation and various office applications.
-Fluency in English and another UN language required. Knowledge of the local working language of the duty station is an asset.
