OBJECTIVES OF THE PROGRAMME :
The overall objectives of WHO's emergency programme are to design and implement programmes which prepare the Health Cluster to deal with emergencies and improve health during and after crises

To provide technical support to the Health Cluster Coordinator andEHA Coordinator in support of the role of WHO as health cluster focal agency in 3 regions of South Central Somalia and facilitate liaison with health authorities in all zones of Somalia and with health partners in the field.
Within the emergency programme, the objectives of WHO's emergency response team is to support Member States by: (1) promptly assessing health needs of populations affected by crisis, identifying priority causes of ill-health and death; preparing damage estimates and emergency response and rehabilitation plans; providing prompt, credible health information and ensuring the continuity of essential health services;
(2) coordinating and monitoring emergency health relief efforts under the Aegis of the Inter-Agency Standing Committee Health Cluster, of which WHO is the lead agency;
(3) ensuring that critical gaps in the health response are rapidly identified and filled;
(4) revitalizing and building the capacity of national health systems to deal with preparedness, mitigation and response.
 
Description of duties:
The incumbent will work under the supervision of the EHA coordinator, in support to the Health Cluster Coordinator and the overall guidance of WHO Representative for Somalia.
The incumbent will be responsible for the following assigned duties:
- Contribute to the regular coordination with UN agencies, NGO partners and Somali health authorities. This includes :
1- acting as focal person in the liaison with health authorities in all zones of Somalia and with health partners in the field
2- preparing and chairing monthly health cluster meetings
3- inter-cluster coordination with focus on tri-cluster cooperation ('WASH, health, nutrition)
4- acting as contact/ focal person for health cluster partners in all inquiries in person or through generic cluster email
5- communicating, gathering, sharing and disseminating information, such as preparing and distributing the monthly health duster bulletin, regular reporting to OCHA, partners and other stakeholders, and ensuring regular update of health cluster website
6- facilitating health cluster review committee and focal agencies meetings and follow-up on arising tasks
7- supporting health cluster partners and WHO programmes in project proposal development and reviews on behalf of the health cluster
8- ensuring the update and management of 3W matrix, follow-up with partners as well as financial tracking
- Maintain continuous and close collaboration with the EHA Coordinator for Somalia, by:
1- assisting the WHO role as health cluster focal agency in 3 regions of South Central Somalia
2- identifying gaps in public health information and undertaking steps to collect additional data and share them in timely manner with all relevant actors through all available channels
3- supporting the technical team in analyzing situations based on evidence and knowledge and support the management to reduce adverse health effects and improve outcomes through information management
- assisting in rapid assessments of the health situation and the health infrastructure, surveys, etc;
 
REQUIRED QUALIFICATIONS
Education:
Essential:
University degree in Social Science, Public Health or any health related field.
Desirable:
Degree or training in information management and communication.

Functional Skills and Knowledge
- Sound organizational and analytical skills, completed by a good knowledge or understanding of WHO rules and procedures.
- Good understanding of the humanitarian reform and the cluster approach.
- Demonstrated writing and audio-visual technique skills, and ability to communicate effectively with multiple stakeholders and through the media on issues related to health and human development.
- Excellent interpersonal skills and ability to work under pressure; tact, discretion and diplomacy.
- Ability to manage and coordinate extended workload and information.

Other Skills (e.g. IT):
Computer literacy. Excellent presentation skills.
 
Experience:
Essential:
At least five years relevant professional experience in the field of communication and coordination

Desirable:
Experience in developing countries, preferably in coordination,
 
Languages:
Excellent knowledge of English with a good knowledge of another WHO official language. 
Annual salary: (Net of tax)
US Dollar 4668.- at single rate
US Dollar 5001.- with primary dependants
