PRIMARY PURPOSE OF THE POSITION


The Somalia country program of the American Refugee Committee (ARC) is actively responding to current drought and famine crisis in Somalia from an operation base in Mogadishu. ARC is working closely with national and local authorities and with a number of Mogadishu-based international and national organizations to galvanize concerted and coordinated lifesaving humanitarian assistance to the people in need.


ARC is not new to supporting the needy peoples of Somalia. It previously initiated humanitarian assistance programs in Somalia in March 1993 with funding from OFDA, Stichting Vluctheling and the United Nations High Commissioner for Refugees (UNHCR).  The first location of ARC’s interventions was Bardera District in the Gedo Region and later worked in other Districts such as Hagar, Afmadou and Badhade districts through to 1997. ARC now plans to marshal resources and work with other INGOS, local NGOs, government and regional authorities with a view to consolidating existing gains by all partners. The interventions will address the pressing needs of young men and women in Somalia who are currently faced with limited alternative options for livelihood and basic functional literacy and numeracy skills. Through this ARC program; the Somali Youth will be provided with opportunities to engage in educational and skills building activities which will give voice to their concerns in a safe and enabling supportive environment.       


PRIMARY DUTIES/RESPONSIBILITIES 


The Health Coordinator is responsible for overseeing all ARC health interventions in complex emergencies and/or program start up:


Conduct health assessments to determine immediate, critical health needs
Develop concept papers, proposals, and budgets in collaboration with Rapid Response team
Coordinate and implement emergency health interventions as needed
Collect information and statistics and complete donor and internal reports
Assist in identifying, training and supervision of local health staff
Establish and maintain a regular system of project evaluation and progress monitoring

Track mortality, morbidity and cumulative health statistics relevant to ARC programs and provide weekly situation reports on emerging health indicators



QUALIFICATIONS




Public Health specialist with an advanced degree, MD, RN or MPH with comprehensive PHC preferred
Minimum two years overseas experience implementing and developing health programs in emergency and post conflict environments with limited/degraded local resources and infrastructure in insecure environments
Minimum two years management experience required
Experience in representation and interaction with donors, government officials, international organizations, and NGO representatives concerning health issues and initiatives in complex humanitarian emergencies
Demonstrated experience in conducting rapid health assessments
Familiarity or experience with Sphere Standards
Familiarity with private, US government, UN and multi-lateral donors
Demonstrated success in proposal development and securing donor funding (UN, USG, EU, etc.)
Strong computer skills including word processing, and excel


Must be fluent in Somali and English.
