The MENTOR Initiative Programmes Manager Horn of Africa is a senior role within the MENTOR team, dedicated to providing operational and technical management support to the emergency response in the Horn of Africa (Northern Kenya, Somalia and Ethiopia).

This post requires an excellent capacity to build and maintain productive and targeted partnerships with government counterparts, national malaria control programmes, national NGOs, as well as institutional donors. They will also lead strategic planning and management for response and implementation to the Horn of Africa crisis. This person will also play a key role in the preparation, publication and/or presentation of the organizations longer term malaria and vector born disease control operations achievements.

Detailed Tasks 1. Technical Support and Direction: The role will support HoA emergency teams, drawing support and advice for specialist areas where needed from other PMs and HQ units, with technical advice and guidance to reinforce the quality of the programme activities:

Partnerships: • Ensure that Horn of Africa emergency programmes develop and maintain excellent partnerships for malaria control with ministry of health/environment and other relevant parts of the host authorities, both emergency and long term donor organizations represented in country, faith based organizations and non governmental agencies (national and international). • Negotiate, and then coordinate with, where necessary for MENTOR to work via existing organizations in order to support best practice in epidemic response delivery and maximize coverage in epidemic prone or affected areas. Ensure that essential data is shared and required capacity needs on the ground in the affected areas is met and responded to in a timely manner. • Ensure service level agreements and MOUs are established with partners (MoH, reporting, payments etc). • Reinforce coordination for quality disease surveillance and analysis of malaria and other vector borne diseases with partner organizations.

Disease Control and Epidemic Preparedness: • Ensure effective identification and planning and coordination for epidemic risk mitigation and response in priority areas. • Ensure standardization of the medically related data collection throughout programme activities. • Ensure efficient planning, delivery of and accountability of essential supplies and internal transport to end users. • Provide technical guidance for malaria and other vector borne disease case management delivery (diagnosis and treatment) • Ensure standardization of the IEC/BCC in relation to malaria, its control, correct diagnosis and treatment seeking in Horn of Africa. • Advise and review all job aids, training manuals and related case management tools • Advise on malaria and other vector borne disease case management delivery capacity building of local and international partners working in the emergency • Advise and review all job aids, IEC, training manuals and related prevention tools • Advise on malaria and other vector borne disease prevention delivery capacity building of local and international partners working in the emergency.

Monitoring and Evaluation: • Ensure standardization of M&E protocols for both case management and prevention related activities • Where deemed suitable by the organization, work in collaboration with the PM – Innovation to support the implementation of targeted field studies.

Team management and coordination responsibilities: The PM HoA will: • Directly line-manage: o Emergency Response Coordinators in Ethiopia and Somalia and any interim mangers in the ERC’s absence. o Also short term technical advisors (delegated to existing CDs where appropriate after deployment). o The role will need to coordinate closely with the Programme Manager Innovation and the Country Director for Kenya, who will line-manage Kenya based personnel to ensure the smooth coordination and management of Kenya based activities alongside existing commitments • Ensure that country programmes have the requisite team structure (international and national) to meet internal minimum standards, achieve programme goals and fulfil organisational commitments to donor partners. • Ensure effective and timely field team member recruitment processes and practices at country level including pre departure preparation, training, performance evaluation and debriefing and ongoing management support and guidance. • Supervise that all programmes operate using the organisation’s existing standardised systems and acceptable practice in the following areas: o Programme development and implementation
o Finance and administration field systems (working in close collaboration with the Grants Managers). o Logistics (warehousing management, Asset management, field fleet and fuel management, communications systems management and maintenance and programme logistics support for malaria control activities) (working in close collaboration with the PME). o HR management systems (in line with local labour laws, performance reviews, complaints systems, local payroll) (working in close collaboration with the HQ staff). o Security procedures and practice (adapted for local context and regularly updated and reviewed) (working in close collaboration with the PME). o Programme closure.
Grant management, Programme Reporting and Proposal Development: The role will:
• Ensure that all country management teams are aware of grant reporting requirements and provide regular internal reports and that these are responded to. • Ensure (directly or via a delegated grant manager, as relevant) the timely submission of high standard and approved (narrative and financial) reports to donor partners in line with their specifications and schedule deadlines. • Work with the Director, Country Managers, operational partners and donors to regularly review the relevance and impact of the organisations ongoing development programmes and to assess with partners new opportunities and developing needs for disease control. Skills and Experience

Requirements • A minimum of 5 years experience in health related management preferably some of which in Horn of Africa region. • Excellent technical skills in malaria and vector borne disease programme implementation in Africa • Masters in Public Health, Epidemiology, Tropical Medicine, Parasitology, disease control or similar • Proven capacity to generate and maintain highly productive partnerships with local and international health organizations • Proven ability to lead and manage teams and partners in stressful and challenging settings • Excellent technical skills in IEC/BCC, • Excellent skills in monitoring and evaluation of health programme activities • Good data management and analysis skills and familiarity with Epi Info and other data analysis software
• Fluent in English and French/Portuguese
