Qualified Somali nationals are invited to apply for the position of HIV Officer based in Mogadishu, South Central Zone, Somalia. The successful candidate will be offered a Temporary Appointment contract for 364 days.
If successful, you'll be part of a dynamic and passionate team in Somalia and Nairobi that works together to improve the health, nutrition, water, sanitation, hygiene, and basic education of Somali girls and boys and protect them from violence, exploitation and abuse.

Purpose of the Post:
Under the overall guidance of the HIV Programme manager, and technical guidance from the HIV Treatment and Care Specialist, the HIV Officer will ensure the project implementation process at zonal level. He/She will be required actively engage with other sections, especially accelerated child survival and development. The HIV Officer will be the first point of contact for partners carrying out HIV activities in the zone and as such will be required to liaise and collaborate closely with them. This will include close collaboration with government authorities especially the Ministry of Health and the South Central AIDS Commission. The HIV Officer will also be responsible for leading interagency discussions and coordination on HIV issues at zonal level.
Major duties and responsibilities:
Draft, implement, and monitor HIV related projects in an evidence informed, timely and efficient manner. Recommend corrective actions on components of zonal HIV workplans. Act as the first point of contact for zonal partners implementing HIV projects.
Undertake field visits jointly with partners, Ministry counterparts, AIDS Commission and other programme colleagues as necessary to monitor projects, as well as conduct periodic project reviews with government counterparts and other partners working in HIV.
Liaise with the South Central AIDS Commission and Ministers and Directorates of Health and key national partners in zone regarding implementation of HIV activities in MOH facilities to ensure integration of HIV treatment and care services into the national health system and building capacity of national counterparts.
Distribute in a timely manner all HIV related commodities and contribute to the development of an efficient system of distribution and receipt by implementation partners to all UNICEF supported sites in the zone.
Collect and analyze health facility based HIV data and partner reports, provide technical assistance and produce monthly reports for monitoring purposes in a frequency agreed with the HIV unit, and provide regular other relevant information and updates to the HIV Treatment and Care Specialist. Using this data and partner reports, review, verify, seek clarification and compile quarterly reports for progress updates.
Collaborate to ensure the continuum in HIV programming and strengthened PMTCT programming, including closely collaborating on community mobilization and communication strategies to increase demand and service update of HIV related services.
Assist in the implementation of a national system for TB/HIV referral and collaborative activities and lead the implementation of the TB/HIV component in the Round 7 Global Fund TB proposal in close consultation with WHO.
Lead interagency coordination efforts in the zone related to HIV.
Plan, coordinate and implement all HIV related meetings, training, and workshops for the partners in SCZ. This will involve making transportation and other arrangements for SCZ colleagues to participate in meetings in other zones.
Evaluate and analyze financial and supply reports to ensure appropriateness of documentation, and that expenditures are within allotments and data is consistent.
Review and certify financial documentation. Ensure that documentation is as per agreements and UNICEF standards of financial reporting.
Work with partners to develop project proposals and project cooperation agreements.

Qualifications and experience:
University degree in medicine, health, public health nurse, social sciences or other related technical field
Two (2) years progressively professional responsible experience in HIV programmes implementation and monitoring or related field.
Fluency in English required. Fluency in Somali language an asset.
Communication, analytical and training skills.
Good writing skills.
Good knowledge of computer skills including internet navigation, and various office applications.
Ability to work in an international and multi-cultural environment.
