Nutrition Programme Manager - Somalia (Save the Children)

Context/Background

Save the Children (SC) is an international organisation that has 27 member organisations across the globe. It is united by a common mission and brand but, to some extent, has until now been working independently from country to country. Through Unified Presence, Save the Children aims to create a stronger voice for children by unifying the operations in all countries where more than one Save the Children Member have programmes. This will result in one organisation at the national level in each country and a unified programme delivery structure for all Save the Children International Members.

The programmes of Save the Children UK, Denmark and Finland unified in Somalia in January 2010 and as a result of this and of an active fundraising strategy, at the beginning of 2011 the programme budget was over GBP 10m covering the thematic areas of protection, child survival (which includes health, nutrition and livelihoods), education and Child Rights and Governance.

Save the Children works in all three “zones” of Somalia: Somaliland, Puntland and Central South Somalia (CSS). Due to constraints on security, and the need to liaise with UN agencies, other NGOs and donors the country office is based in Nairobi and senior managers and directors are expected to travel extensively to monitor and support programme work in all parts of Somalia that are accessible and where security threats are being effectively mitigated.

Job Purpose

To manage the Community-based Therapeutic Care programme, and to ensure that the all components of the programme are functioning properly, providing care of quality to all the patients/beneficiaries through respecting protocols and principles of good practice.

To manage the emergency scale-up of the program due to the current crisis and to absorb the response activities into the existing program.

Key Accountabilities

• Overall responsibility for the day to day management of project site activities and staff (OTPs, SFCs, outreach staff and volunteers)

• Provide technical guidance to support MoH (in provision of inpatient therapeutic care), Save the Children UK staff in implementation of OTP/SFP and Community Mobiliser and outreach staff/volunteers at project sites/local communities

• To ensure that appropriate M&E tools are in place and there is a clear system of caseload management.

• Ensure all staff understand and implement programme protocols used in the treatment of the acutely malnourished

• Evaluate and monitor the response; ensure that the program strategy is compliant to Sphere standard, and other relevant nutrition standards

• Ensure appropriate and consistent health and nutrition education messaging to mothers and other carers at OTP/SFP sites and in the community

• Facilitate the development and scheduling of outreach activities

• Develop monthly work plans for the sites

• Prepare field visit plans and supervision checklist in advance of trips

• Compile monthly activity/performance reports and assist with stock consumption/distribution plans for each of the project sites

• Conduct trainings to build the capacity of staff/volunteers, MoH staff and the community at large in identification and management of the malnourished and in prevention of malnutrition

• Conduct evaluation and appraisal of staff

• Facilitate systematic/correct supplies requests, distribution plans, consumption reporting from the nutrition programme to the logistics department

• Participate in nutritional assessment planning, implementation, analysis, interpretation and reporting, as required by the Nutrition Adviser

• Liaise with other implementing partners and local authorities to maximize collaboration and ensure proper coordination of activities

• Attend nutrition management and coordination meetings

• Any other tasks as required by the Nutrition Adviser

Person Specification

Essential:

• Health / Public Health / Nutrition BSc or equivalent plus 3 years’ work experience with international NGOs in nutrition

• Demonstrable management experience, including budget holding responsibility

• Experience of emergency nutrition work and the design and implementation of feeding programmes (ideally CTC), including monitoring and evaluation

• Experience in conducting nutrition assessments and an understanding of nutritional surveillance and information systems

• Proven capacity to supervise, train and coach staff

• Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions

• Prepared to live and work in an uncertain security environment

• Ability and willingness to frequently travel and stay at the field

• Commitment to and understanding of Save the Children’s aims, values and principles

• Experience and ability to represent Save the Children UK's nutrition work in external meetings

• Demonstrable ability at report writing and excellent communication skills

• Computer literacy

• Fluency in written and spoken English

Desirable:

• Qualified nurse with primary health care / community health care experience
