OBJECTIVES OF THE PROGRAMME :
To assist Somalia in the strengthening of HIV/AIDS Prevention, Care and Treatment interventions, in the context of broader efforts to strengthen the health system overall. This support includes technical assistance for normative tools development and roll out, strengthening of supportive supervision and clinical mentoring and resource mobilisation. This support is to benefit both government and civil society partners.
Description of duties:
Purpose of the Post: To be the WHO Focal Point for HIV/AIDS activities in Garowe, Puntland

Organizational Context:
HIV/AIDS prevention care and treatment activities are being implemented among others, in Integrated prevention Care and Treatment (IPTC) sites, which are government owned, but largely NGO-supported health facilities. In these IPTC sites services include Sexually Transmitted Infections (STI) management, HIV counselling and testing, anti retroviral therapy, as well as other care and treatment. The incumbent will serve as the Focal Point for coordination of WHO support to these activities, leading in the application of national policies and guidelines, as well as other WHO technical guidance and recommendations. He/she will assist to coordinate WHO support within the Puntland Zone.


Summary of Assigned Duties:
Under the direct supervision of the Medical Officer HIV/AIDS, and the overall guidance of the WHO Country Representative, the incumbent will perform the following duties:
- Lead the WHO HIV/AIDS team in the respective Zone
- Liaise between WHO and the Zone Ministry of Health (MoH) on HIV/AIDS related matters
- Oversee and follow up on the implementation of HIV/AIDS activities in the respective Zone, in accordance with the agreed work plans and ensuring that set targets are met
- Facilitate the application of the national / Zonal guidelines for HIV/AIDS care and treatment and STI management, in the respective Zone.
- Collaborate with other members of the WHO HIV AIDS team and other partner agencies staff, provide technical guidance, and coordinate efforts to strengthen HIV/AIDS prevention, care and treatment activities in the respective Zone.
- Prepare and oversee the submission of, periodic reports of HIV/AIDS activities in the respective zone.
REQUIRED QUALIFICATIONS
Education:
Essential: University degree in Medicine.

Desirable: Post graduate training in public health. Clinical Training in HIV/AIDS care and treatment.

-Strong writing / reporting skills

Other Skills: Computer literacy (MS Office: Word, Excel, Power Point), Internet and email. Working knowledge of basic statistical packages such as EPI-INFO or SPSS.
Experience:
Essential: At least 2 years working experience in the field of public health, HIV/AIDS planning, implementation and programme management at the national or Zonal level.

Desirable: Working experience with international NGO, in the area of HIV/AIDS.
Languages:
Excellent knowledge of English and local language. Knowledge of Arabic an asset.
