Purpose of the Post:

Phase 1 of the GFATM Round 8 grant ends on 31 December 2011. Another three years of funding is expected, and the grant will end 31 December 2014. The grant is implemented through a broad range of partners, more than twenty health and non-health partners. The programme’s most important components include the prevention, treatment and care of HIV & AIDS through a broad range of activities. The grant also has a sizeable health systems strengthening (HSS) component.

Under close supervision of the Program Manager HIV & AIDS, the Programme Officer (OP) is responsible, in his/her own area of responsibility, to assist the Programme Manager for the implementation of the HIV & AIDS activities set forth in the Round 8 Global Fund Grant. More specifically in the following areas: capacity building, planning and monitoring of activities and coordination with all partner agencies operational in Somali (UN, International and national non-governmental organizations and local authorities). The ultimate goal is to ensure a sound technical approach towards HIV & AIDS and HSS interventions so that the targets set out in the GFATM grant are met.

Major duties and responsibilities:

• Draft, implement and monitor activities in an evidence-informed, timely and efficient manner. This includes reviewing and following up Project Cooperation Agreements;

• Coordinate the implementation of activities under UNICEF’s direct responsibility. Facilitate trainings on these subjects and micro planning where required;

• Develop monitoring plans of zonal activities. Carryout regular monitoring field visits and spot checks of the range of activities such as training, workshops, etc. Verify documents/reports submitted against actual activities. Ensure that the programme’s M&E plan is respected;

• Liaise, communicate and plan with partners in the zones including the AIDS Commissions, MoH, key national partners regarding implementation of activities to ensure integration of services. This includes coordinating and participating in regular technical working group/coordination meetings and developing joint work plans. Facilitate visits from Local Fund Agent (LFA), consultants and others involved in supporting the activities. Assist in the facilitation of Review meetings;

• Collect, analyze and ensure mapping of community data and produce reports for monitoring purposes on a quarterly basis. Maintain files that will be subjected to LFA review. Provide regular other relevant information and updates to the HIV & AIDS Programme Manager, HIV Technical Advisor and others as required; and

• Collaborate with health colleagues at zonal and USSC levels to ensure strengthening of HIV & AIDS response and integration with other health activities, including strategies on capacity building of health workers, other health systems strengthening activities, and community based strategies in particular.

Qualifications, Experience and competencies:

? University Degree in Health, Nutrition, Social Sciences or other suitable field; ? Two (2) years progressively responsible experience in programme planning, monitoring and evaluation in related field at professional level; ? Fluency in English and the language of the working duty station. Knowledge of written and spoken Somali will be an asset; ? Good computer skills, negotiation and training ability; ? Ability to organize and prioritize work; ? Ability to communicate with tact; ? Ability to work independently and accurately; and ? Demonstrated ability to work in a multi-cultural environment, and establish harmonious and effective working relationships both within and outside the organization.
