SPECIAL VACANCY NOTICE

VN Number: SCO/018/2013 Position Title: Senior National Health Programme Officer/Field Coordinator (Lower Juba) Duty Station: Dhobley, Somalia (with possibility of relocation to other parts of Somalia especially Lower Juba including Kismayo) Classification: NOA/01 Type of Appointment: 6 months under 3rd party contractor with possibility of extension) Closing date: 3rd April 2013.

Under the direct supervision of Daryeel and in close coordination with the IOM Health Programme Coordinator of Migration Health Division (MHD), with the technical support of Health Program Officer and in close collaboration with other units of IOM Somalia, such as Transition Initiatives for Stabilization (TIS), Livelihood, and Operations, as well as IOM Kenya, in particular, IOM Dabaab, the successful candidate, will represent IOM in Lower Juba, in particular Dhobley, to coordinate with the government authorities, NGOs, communities, Civil society/CBOs and the United Nations for effective programme implementation as well as will manage all MHD projects in the area. As Field Coordinator (Lower Juba): 1. Represent IOM in Lower Juba in particular Dhobley to coordinate with the key stakeholders such as the government authorities, NGOs, communities, and the United Nations for effective programme implementation, under the guidance of Chief of Mission. 2. Assess, develop planning for, and oversee all related contracting of staff, technical experts or service providers in Lower Juba in particular Dhobley, in coordination with the Chief of Mission and senior management. 3. Liaise with international and national counterparts/stakeholders to further the development and enhance the strategies of IOM, and seek organizational partnerships and synergies when appropriate with other humanitarian and development. 4. Consult with a wide range of sources, including regular discussions with Chief of Mission and senior management to continually assess the full context of the programme in Lower Juba in particular Dhobley, as well as in the region, including with relation to IOM programmes and priorities in Lower Juba Somalia. 5. Be responsible for continually monitoring the on-going programme as well as developing the future programme throughout Lower Juba in particular Dhobley in accordance with Mission’s objectives, updated strategic priorities, project successes, donor interests and UN security constraints. 6. Represent IOM in regional cluster coordination meetings and other interagency coordination. 7. Assist IOM and UNDSS security officer for the safety and security of all individuals in Lower Juba in particular Dhobley in accordance with the United Nations Department of Safety and Security (UNDSS) requirements, including ensuring that appropriate security information is regularly and appropriately disseminated and that relevant safety and security training is conducted. 8. Assist in the development and review of IOM Somalia/MHD strategic plan and make recommendation for future program structures and strategic plans focusing on flexibility of IOM program activities to adapt to changing realities 9. Periodical briefing to the senior management on the updates.
As Health Programme Officer: 1. Have full financial, administrative and programmatic responsibility for all MHD activities especially healthcare service delivery and WASH services in Lower Juba in particular Dhobley. 2. Provide advanced technical assistance in the following areas of health interventions: primary health care, Essential Package of Health Service (EPHS), psychosocial support, prevention of gender-based violence (GBV), WASH, nutrition, tuberculosis, malaria, and HIV. 3. Compile regular reports on MHD activities. 4. Conduct regular field monitoring and evaluation to oversee all projects and activities under MHD. 5. Assist in development of multi-million USD/multi-year projects. 6. Act as the primary field focal point in Lower Juba in particular Dhobley for the regional programme, Partnership on Health and Mobility in East and Southern Africa (PHAMESA). 7. Establish, modify and implement appropriate health and medical operational procedures (e.g. fitness-to-travel). 8. Provide medical escort, if required, and in coordination with IOM Kenya Dadaab and MHD offices in Nairobi and Mogadishu. 9. Periodical briefing to the senior management on the updates.
10. Perform such other duties as may be assigned.

Competencies Desirable Qualifications and Experience 1. Degree in medicine or postgraduate degree in public health, social science or related field. 2. A minimum of five years of experience working in health or WASH programme, community development, or related field in Somalia or with Somali migrants and mobile populations, preferably in Lower Juba in particular Dhobley. 3. A minimum of three years of experience in migration health in Somalia or with Somali migrants and mobile populations, preferably in Lower Juba in particular Dhobley. 4. Experience in mobilizing a large amount of funding, liaising with government authorities, other national/international institutions and NGOs, and working with IOM, United Nations or international NGOs, liaison with government authorities in Lower Juba in particular Dhobley, managing multi-million USD projects in Somalia such as GFATM grants as asset. 5. Knowledge of the United Nations Department of Safety and Security (UNDSS) protocols, and experience working in a phase III or above security environment.
6. Significant reporting and database experience required, in SPSS, MS publishing, website design, and Adobe Photoshop. 7. Strong qualitative and statistical analysis skills and familiarity with Epidemiological study, for reporting purposes every 5th day of the following month.

Languages • Fluency in spoken and written English and Somali. Knowledge and understanding of Arabic and Kiswahili are desirable.
