Position Title: Health Programme Assistant
Department: Migration Health Division (MHD)
Duty Station: Dhobley, Somalia (with possibility of relocation to other parts of Somalia especially Lower Juba including Kismayo) Mogadishu
Classification: G5 /01
Type of Appointment: 6 months under 3rd party contractor with possibility of extension
Closing date: 3rd April 2013

Under the direct supervision of Daryeel and in close coordination with the IOM Health Programme Coordinator of Migration Health Division (MHD), with the technical support of Health Program Officer, under the daily supervision of Senior National Health Programme Officer/Field Coordinator (Lower Juba), and in close collaboration with other units of IOM Somalia, such as Transition Initiatives for Stabilization (TIS), Livelihood, and Operations, as well as IOM Kenya, in particular, IOM Dabaab, the successful candidate, will assist the Senior Health Programme Officer/Field Coordinator (Lower Juba), to represent IOM in Lower Juba, in particular Dhobley, to coordinate with the government authorities NGOs and the United Nations for effective programme implementation as well as will manage all MHD projects in the area.

The specific duties include:

Assist the Senior National Health Programme Officer in M&E of all partners and activities in South-Central region of Somalia, particularly Lower Juba, including drafting the partnership agreements, coordinating with IOM sub-offices including Mogadishu on funding disbursements, assisting in collection of the narrative and financial reports related to conducted activities from the local implementing partners as per IOM and donor guidelines;
Provide administrative assistance to the overall Somali health programme including:
i. Assist the Program Officers in data compilation and follow-up with local partners in the field on project activities and reporting as needed inclusive of updating the database.
ii. Day to day liaison with local partners, security officials and other relevant stakeholders for the protection of migrants and mobile populations.
iii. Assist procurement of equipment and other materials, logistics, travel and other administrative issues through the MHD Programme Support Unit.
iv. Ensure all financial receipts received from the IPs are correct adding up to the amount funded and are in line with the budgeted amount.
v. Maintain, update, and compile routine project documentation including payment requests.
Establish linkages and liaise with partner agencies and ministries, relevant to the project(s) as directed;
Assist and working with the IOM Field Security Officer and UNDSS security to clear officials and visitors while ensuring both remain informed of changes in the security situation.
In close coordination with and upon request by common services facilitate the importation of project materials and equipment, and obtain customs clearance for items imported into Somalia by IOM.
Undertake duty travel related to project implementation inclusive escort duty;
Conduct additional tasks that may be assigned by the Health Programme Coordinator
Desirable Qualifications:

Degree in Business Administration, human resource management or related field. And also Degree in public health or related field will be an asset.
A minimum of three years of experience working in administrative/financial issues in health programme, community development, or related field in repetitive aid organization in Somalia or with Somali migrants and mobile populations, preferably in Lower Juba in particular Dhobley.
Experience in administrating a large amount of funding, liaising with government authorities in Lower Juba in particular Dhobley as asset.
Knowledge of the United Nations Department of Safety and Security (UNDSS) protocols, and experience working in a phase III or above security environment.
Significant reporting and database experience required, in SPSS, MS publishing, website design, and Adobe Photoshop.
Strong qualitative and statistical analysis skills and familiarity with Epidemiological study, for reporting purposes every 5th day of the following month.
Languages

Fluency in spoken and written English and Somali. Knowledge and understanding of Arabic and Kiswahili are desirable.
