Purpose of the Position In order to sustain and scale up evidence based and cost effective nutrition interventions in Somalia, the incumbent will be responsible for leading a dynamic Nutrition Unit team and contributing strategic guidance and direction for the nutrition sector. He/she will be accountable for facilitating and influencing the Directorate of Health’s policies, strategies on nutrition, ensuring nutrition is an integral part of the national health goals, policies and strategies. He/she will be responsible for coordinating, planning, budgeting, management, implementation, monitoring and evaluation of national nutrition programmes and services and capacity development in order to fulfill nutrition priorities in the health sector strategic plans and nutrition plans of action. The incumbent will also be responsible for ensuring nutrition is mainstreamed in other relevant sectoral strategies, policies and plans. He/she will support the Director of Public Health in advancing nutrition issues in the Government. The Head of the National Nutrition Unit will report to the Director of Public Health in the Department of Health.

Main duties and responsibilities: In line with the aspirations of the Health Sector Strategic Plan (HSSP), Nutrition Strategy and Plan of Action, Joint Health and Nutrition Programme (JHNP), Essential Package of Health Services (EPHS), the roles and responsibilities of the Head of the National Nutrition Unit will include but not limited to: 1. Planning, Development and Management of the National Nutrition Unit

• Takes primary responsibility for planning and management of the nutrition unit and development of skilled human resources for nutrition at the national, regional and district level • Provides technical guidance and support to subordinate staff to effectively manage and implement nutrition programmes • Manages programme resources (financial, supplies and equipment) and puts in place appropriate management systems to enhance accountability and documentation. • Analyses and recommends appropriate policies, strategies, new approaches, systems of management and evaluation for the nutrition sector.

Nutrition Sectoral Work Plan Development, Implementation
• Takes primary responsibility for the development of the nutrition sectoral work plan and technical decisions as well as for project management, implementation and monitoring of nutrition programme activities including nutrition emergency preparedness and response in compliance with the defined programme strategies and approaches. • Contributes to development of relevant sectoral policies and strategies and advocates for multi-sectoral action to address nutrition challenges. • Leads and ensure timely production of quarterly and annual plans for the nutrition unit at national and regional level in consultation with other relevant departmental heads. • Provide guidance for the development of communication materials and strategies to support advocacy and community participation and documentation/ dissemination of best practices from field implementation. • Provides administrative oversight for implementation of DoH’s nutrition programmes

Nutrition Programme Coordination, Collaboration, Networking and Partnership
• Builds relations and convenes strategic partnerships for nutrition to influence overall policies and strategies for child and maternal nutrition and to support effective implementation of nutrition programmes in a well-coordinated manner. • Supports creation and maintenance of effective coordination mechanisms and partnerships at the national and regional levels. Actively participates in national level health sector and nutrition coordination meetings and maintains effective engagement and participation in other relevant sectoral coordination forums. • Coordinates with other Directorate of Health departments, Government Ministries and institutions, NGOs, UN agencies, Donors and other stakeholders in the exchange of information relating to Nutrition sector and update on nutrition programme implementation and status and to follow up on agreements and recommendations

Nutrition Sector Capacity Development
• Provide technical support and guidance on appropriate technical, management and institutional capacity development measures to achieve Nutrition programme goals and outcomes in line with the DoH and Government’s capacity development plans. • Support implementation of nutrition capacity development initiatives including targeted training/learning programmes for nutrition and allied health workers • Ensures development of nutrition training plans in consultation with the relevant DOH departments and nutritional partners at national and regional/ district level. • Identifies capacity gaps of the nutrition unit and partner staff and ensures adequate skills transfer and provides on the job training for nutrition staff in the field as required and feasible.

Nutrition Programme Monitoring and Evaluation
• Supports development and implementation of appropriate monitoring and evaluation systems including nutrition surveys, coverage assessments, and other qualitative assessments to monitor performance of the sector to deliver meaningful and effective development results. • Facilitates the review of systems and capacity related to delivery of nutrition services to improve such systems and capacities through development and implementation of quarterly monitoring and supervision plans. • Undertakes field visits to monitor nutrition programmes as well as conducting periodic programme planning and reviews with partners and stakeholders and analyzes and evaluates nutrition programme data and/or takes corrective action when necessary, to meet nutrition programme objectives. • Participate in major evaluation exercises, programme reviews and health sector review meetings and with other relevant Federal Government ministries and departments • Assists in the development and/or introduction of new approaches, methods and practices in management and evaluation of the nutrition programme.

Scope of Work

• To provide leadership for planning, organizing, coordinating, monitoring, and evaluating nutrition programme activities undertaken by and on behalf of the DoH. • Ensures nutrition programme compliance with Directorate of Health plans, policies, and strategies. • Facilitates maintenance of effective coordination mechanisms and strategic partnerships at all levels to enable effective implementation of the nutrition programme. • Provides technical expertise, capacity development support for staff working in nutrition programmes undertaken by and on behalf of the DoH • Provides guidance, coaching and mentorship to the national nutrition unit team and regional and district level nutrition officers / focal persons for effective leadership and management; to ensure smooth collaboration and coordination of different components of the nutrition programme • Work closely with other relevant units and departments of the DoH to establish the necessary structures and systems for effective operation of the nutrition unit and delivery of the nutrition programme.

Qualifications, Skills and Experience

? Nutrition and / or Public Health background. ? Minimum of a Degree in one of the disciplines relevant to the following areas: Nutrition, Public Health, Medicine, Nursing (with some specialization in nutrition) and / or other discipline(s) relevant to nutrition. An advanced degree at Master’s level and/or higher will be an added advantage. ? Proven experience in leading and managing nutrition programmes with at least 5 years of hands-on experience in supporting the design and implementation of nutrition programmes including capacity development and emergency nutrition preparedness and response ? Experience in devising and/or implementing work procedures and an understanding of Federal Government of Somalia policies, procedures and guidelines ? Ability to successfully manage budgets, including monitoring and reporting ? Understanding of health and nutrition systems strengthening Competencies of Successful Candidate:

Good leadership and programme management skills. ? Translates strategic direction into plans and objectives. ? Demonstrates, applies and shares expert technical knowledge across the organization ? Solid technical background, analytical, planning and facilitation skills ? Strong writing and reporting skills ? Ability to work in a team and with minimum supervision. ? Knowledge of Somali language is desirable
