Purpose of the Position

In order to sustain and scale up evidence based and cost effective nutrition interventions in Somalia, the incumbent will under the overall guidance of the Head of Nutrition Unit (Senior Nutrition Officer), be accountable for providing technical guidance and coordination support for planning, budgeting, implementation, monitoring and evaluation of nutrition programme activities and capacity development initiatives with a particular focus on infant and young child feeding ( IYCF) and other prevention and promotion related nutrition programme activities to ensure overall efficiency and effectiveness in the management, delivery and accomplishment of planned objectives in the Nutrition Unit’s work plan and the Directorate of Health’s (DoH) sectoral plans. The incumbent will also assist in ensuring nutrition is mainstreamed in other relevant sectoral strategies, policies and implementation plans. The Maternal and Child Nutrition Officer (Prevention and Promotion) will report to the Head of National Nutrition Unit in the Directorate of Health.

Main duties and responsibilities: In line with the aspirations of the Health Sector Strategic Plan (HSSP), Nutrition Strategy and Plan of Action, Infant and Young Child Feeding (IYCF) Strategy and Plan of Action, Joint Health and Nutrition Programme (JHNP), Essential Package of Health Services (EPHS), the roles and responsibilities of the Maternal and Child Nutrition Officer (Prevention and Promotion) will include but not limited to: 1. Nutrition Programme Planning, Implementation and Management

• Supports the Head of Nutrition Unit in implementation of the national Infant and Young Child Feeding (IYCF) Strategy and Action Plan, Micronutrient Strategy and Action Plan and the overall Nutrition Plan of Action. • Provides technical guidance in the development of the maternal nutrition, infant and young child feeding, micronutrient disease disorder prevention and treatment, community nutrition work plans in consultation with the Head of Nutrition Unit ensuring the plans are in compliance with defined nutrition and IYCF strategic objectives • Ensures timely production of quarterly and monthly plans for nutrition programme activities and supports regional health offices and nutrition partners in the preparation of micro plans for implementation of facility and community based preventative and promotional nutrition activities in the districts. • In conjunction with the Head of Nutrition Unit and the Finance Department supports review of budgets and summary of accounts for expenditures in order to facilitate the implementation and control of those budgets within the responsibility of the Maternal and Child Nutrition Officer (Prevention and Promotion) • Provides technical support for adapting and implementing international guidelines, policies, curriculums and tools to support implementation of preventative nutrition programmes • Support partners in the design of their prevention and promotional nutrition programmes and ensure that they are based on needs and are equity-focused and strengthen community capacities

Nutrition Programme Coordination, Collaboration, Networking and Partnership
• Supports maintenance of effective sub- working group, taskforce coordination mechanisms and partnerships for implementation of maternal nutrition, infant and young child feeding, micronutrient disease disorder prevention, and community nutrition related prevention and promotional activities and maintains effective engagement and participation in other relevant sectoral coordination forums. • Reviews and support dissemination of technical updates on IYCF and other prevention and promotional nutrition programme areas within the government and to other stakeholders • Collaborates with other DOH staff in the implementation and management of prevention and promotional nutrition programme activities and resolve day-to-day issues or discrepancies in programme implementation (i.e. financial or supply management).

Learning, Training and Capacity Development
• Support implementation of targeted training/learning programmes on IYCF, micronutrients, maternal nutrition for facility and community based health and nutrition workers • Ensures development of quarterly nutrition training plans in consultation with the Head of Nutrition Unit, other relevant DOH departments and nutrition partners. • Provide required technical and logistical support to the implementation of nutrition training and other capacity development initiatives • Compiles and disseminates nutrition programme IEC, training and orientation materials to promote knowledge sharing in the regions and districts.

Nutrition Information Management and Programme Monitoring and Evaluation
• Develops quarterly and monthly supervision and monitoring plans • Undertakes supportive supervision and monitoring field visits in the districts to monitor prevention and promotion related nutrition programme activities including use of nutrition supplies using standard monitoring tools and checklists • Compiles, reviews, analyses HMIS nutrition data and other nutrition programme data and/or provide feedback and takes corrective action when necessary, to meet nutrition programme objectives and for prioritizing capacity development needs. • Identify gaps in nutrition programme supplies during field supervision and share reports of any discrepancies and misuses identified with the Head of Nutrition Unit and Regional Nutrition Officers and other concerned persons. • Supports coordination of and participates in planning and implementation of rapid nutrition assessments, nutrition surveys, qualitative assessments, programme evaluations and research activities. • Supports review of existing tools or the development of new tools for prevention and promotional nutrition programme activities. • Compiles and prepares relevant reports for the Head of Nutrition Unit. • Monitors the work of any necessary sub-groups to achieve specific objectives

Scope of Work

• To provide technical support for planning, budgeting, organizing, coordinating, monitoring, and evaluating maternal nutrition, infant and young child feeding, micronutrient disease disorder prevention and treatment, community nutrition programme activities undertaken by and on behalf of the DoH. • Assists in ensuring programme compliance with Nutrition Unit plans, policies, and strategies. • Supports maintenance of effective coordination mechanisms including sub-working groups, taskforces and strategic partnerships at all levels to enable effective implementation of the nutrition programme. • Provides technical support rollout of learning, training and capacity development activities for staff working in nutrition programmes undertaken by and on behalf of the DoH • Provides monitoring and supervision support for effective implementation of maternal nutrition, infant and young child feeding, micronutrient disease disorder prevention and treatment, community nutrition programme activities • Participates in planning and implementation of nutrition assessments, programme evaluations and research activities

Qualifications, Skills and Experience

? Nutrition and / or Public Health background. ? Minimum of a Degree in one of the disciplines relevant to the following areas: Nutrition, Public Health, Nursing/ Midwifery (with some specialization in nutrition) and other relevant discipline(s) relevant to nutrition. An advanced degree at Master’s level or higher will be an added advantage. ? Minimum 2 years of relevant professional work experience in nutrition and/or public health ? Background/familiarity with infant and young child feeding, micronutrients programmes, maternal nutrition, capacity development and emergency nutrition preparedness and response activities is important ? Understanding of Federal Government of Somalia policies, procedures and guidelines ? Ability to manage budgets, including monitoring and reporting ? Understanding of health and nutrition systems strengthening ? Computer literacy with knowledge of basic software packages MS word, MS excel, power point ? Fluency in oral and written Somali and English
