SOMALIA MEDICAL COORDINATOR (CCM)

CCM (Comitato Collaborazione Medica) is an Italian NGO operating in Burundi, Ethiopia, Kenya, Somalia, South Sudan and Uganda, specialized in the implementation of health-related projects in both humanitarian and development contexts.

CCM operates in Puntland, partnering the Ministry of Health in the management of Garowe General Hospital (with main focus on Maternity, Surgery and Emergency and Pharmacy) and in the implementation of a programme meant at strengthening CEmONC services in Garowe town. Further, as Global Fund sub-recipient, CCM is responsible for the monitoring & evaluation of all Somalia TB Centres.

General Information on the Vacancy

Location: Garowe (with possible travels to Nairobi for Coordination purposes)
Contract duration: 12 month
Start date of contract: ASAP

Objectives and general characteristics of the position:

The Medical Coordinator will ensure a qualified technical assistance to the Programme Coordinator for the implementation of the projects.

S/he will ensure the planning, implementation and monitoring of the technical activities of the projects.

S/he will maintain a close link with the hospital Director and staffs as well as with the international experts/staffs, to promote the delivery of quality care, health data accountability, development and application of clinical protocols, insurance of technical assistance and mentoring of hospital staff, including the organization of training activities.

S/he will ensure a close technical coordination with all the Health stakeholders in Puntland and other technical coordination bodies with the aim of guaranteeing full integration and effective synergies of the action in the framework of development aids to GGH.

S/he will coordinate and participate in the analysis of hospital needs and priority area of intervention, to guide and support the identification of new actions in line with the local health strategies and Donors’ policies, and in the elaboration of new projects proposals.

Duties and Responsibilities:

Prepare and implement a training plan to capacitate relevant staff in the utilization and implementation of the developed hospital protocols, in close collaboration with the Hospital Director and with the technical support of international experts, physicians and nurses (CCM staffs and/or volunteers).
Support the Hospital Director in the supervision of the clinical services provided at Hospital level, with particular focus on the respect and application of the clinical protocols developed in the past years.
In close coordination with the Hospital Director, coordinate the continuous supervision, support and monitoring of staff performances in the management of patients and clinical care provided at hospital level.
In cooperation with the Programme Coordinator (PC), supervise and coordinate the project technical activities organized within the hospital.
In close collaboration with CCM PC and Hospital HMIS Officer, monitor the implementation of clinical activities according to the M&E framework (including data collection and analysis on a monthly basis) in order to ensure the achievement of project goals and targets.
Participate in the analysis of health needs in the hospital and in the areas of intervention in Somalia, to guide the identification of possible actions and support the elaboration of new projects proposals, considering the local health strategies and the donors policies.
In cooperation with the Regional Health Advisor and the PC, prepare the ToR for CCM consultants/volunteers, expected to carry out missions foreseen in the project.
Support the project coordinator/CR in the planning, monitoring and evaluation of the activities.
Represent CCM and provide technical assistance to the interagency RH Working Group established in Garowe to promote synergies and enhance the coordination among partners active in the MCH sub-sector.
Prepare monthly technical and narrative reports on the activities undertaken and health performances achieved, to be submitted to the PC according to CCM format and internal procedure.
Support the drafting of quarterly/final reports as per Donor’s requirements and in the revision of technical reports prepared by CCM consultants/volunteers who have conducted specific health activities in Garowe.
Support the PC in the procurement process of both medical and non-medical items, involving the Hospital Management Team and following CCM procurement procedures.

Job profile

The ideal candidate is a Medical Doctor with proven experience in Hospital management. S(He) shall have previous work experience in post conflict contexts, excellent negotiations and team working capacities both with local and international partners and shall combine clinical knowledge, coordination skills and cultural sensitiveness. Previous working experience in health project in Africa is an asset and knowledge of Somalia Health System and context would be highly appreciated.

The position requires regular stay in Garowe (Puntland). Therefore, the suitable candidate shall prove high adaptability to remote contexts with volatile security conditions and the capacity to provide rapid feedback, work under pressure and meet tight deadlines.

Mandatory Requirements:

· Degree in Medicine;
· Master degree or other post graduate training in Management of Health System, Public Health or any other relevant topic;
· At least 10years of proven clinical experience in a hospital of medium size (70 beds);
· At least 5 years of relevant work experience in the implementation of health projects in developing countries;
· Competency and proven experience in standard methodologies for situational analysis and needs assessment; Good technical skills for the monitoring of developing projects (including logical framework and M&E tools);
· Good communication and interpersonal skills;
· Demonstrated ability to work in a multi-disciplinary team;
· Demonstrated capacity to organize the work and to be focused on the achievement of expected results;
· Willingness to work under pressure and long hours, if required
· Proficiency in Microsoft Office;
· Fluency of both written and spoken English.

Preferred Requirements:

· Fluency in Italian would be an asset;
· Good knowledge of the Somali context, in particular related to the health sector, would be an asset;
· Good knowledge and previous experiences with international donors funded programs would be an asset;
· Good knowledge and proven experience in public health would be an asset;
· Past experience in an NGO will be a strong advantage.
