Trócaire is the official overseas development agency of the Catholic Church in Ireland. Established in 1973, today Trócaire works in over 20 countries throughout Africa, Asia, Latin America and the Middle East on issues including livelihoods, human rights, gender equality, HIV, climate change and emergency relief. Trócaire delivers support through local partner organisations and churches, helping communities and families to free themselves from the oppression of poverty. Trócaire works with some of the world’s poorest people, supporting communities and delivering long-term change to people’s lives.

Set up in 1992, Trócaire’s programme in the Gedo region of Somalia has a significant impact on the lives of thousands of people. The programme provides direct maternal, child, therapeutic nutrition and health services (including surgery) to a population of 250,000 people. There are more than 200 staff directly funded by the organisation, working across a regional network of hospitals, referral centres, primary health posts and OTP sites - the basic health and nutrition services for the region, with 115,000 people benefiting from these services in the past year. In education, Trócaire works through a local Somali partner, supporting 15 schools that educate more than 4,000 children.

The operating context in Somalia is dynamic and challenging. After a period of successful consolidation and strategic re-alignment, the Trócaire team in Somalia is ready to launch into a new and exciting phase of development in the delivery of essential health, nutrition and education services. Key areas of focus will include the consolidation of the country programme implementation structure, the securing of funding from a diversity of sources in the medium term, and the alignment of the Somalia programme with Trócaire’s global strategies and objectives.

To deliver on this new phase, to develop a programme which is innovative and leading edge and to lead a diverse, committed and highly motivated, multi-disciplined country team of over forty, Trócaire is seeking a highly skilled development professional for the position of Country Director.

This is a senior position within the organisation, informing, contributing to and influencing policy and practice at a global level. Based in Nairobi, Kenya, with frequent travel to project sites in northern Kenya, Gedo and to the Somali Capital, Mogadishu.

The successful person will have significant and demonstrated experience and a track record of delivering quality results in dynamic and complex environments. Strong leadership is required to ensure significant impact on the lives of those benefiting from the programme. S/he will have at least five years’ experience in managing complex development or humanitarian programmes to the highest standards, and will have excellent leadership, motivational and negotiation skills. A strong and clear communicator, s/he will have experience in developing and nurturing relationships with key actors in the development sector, including bilateral and multi-lateral donors, UN agencies, international NGOs and networks, and government representatives. A keen and in-depth understanding of the recent history of Somalia would be a distinct advantage.
