The MENTOR Initiative is a “not for profit”, charitable, non-governmental organisation devoted to reducing death and suffering from malaria in humanitarian crises. The MENTOR Initiative is currently providing ongoing emergency support to the most vulnerable communities in Haiti, Liberia, Angola, Kenya, Somalia, the Central African Republic and Eastern and Southern Chad.

The Malaria Case Management Co-ordinator for the Horn of Africa emergency programmes will work as part of a MENTOR technical team with other specialism’s including vector control, malaria prevention, protective shelter and IEC/BCC. This post will work with MoH, UN, NGO and FBO teams to ensure help ensure that all vulnerable host, IDP and refugee populations in target areas, have access to effective diagnostic, and malaria case management services. This will be achieved through a combination of direct work in north east Kenya, support missions and distance technical advice and direction for partners in Somalia and Ethiopia.

The responsibilities of this post include the following.

• Ensure the compliance of The MENTOR Initiative in Horn of Africa (HoA) Emergency Response Programmes for all grant contract obligations by delivering technical capacity building, coaching activities for malaria case management and in line with the programme objectives and the changing context on the ground. • Supervise and manage The MENTOR Initiative national clinical trainers and technical coachers. Assure that they follow the work plan and activities set in the programme objectives. • Train and assist MoH public health staff in programme target locations in differential diagnosis, uncomplicated and severe malaria case management at primary and secondary facility level (as per national guidelines and international best practice) as needed. • Work with MoH district/county level supervisors to ensure that on site technical coaching and supervision is conducted for all health facilities, to reinforce health worker best practice, and patient care. • Train and assist local and international NGO staff in malaria case management. • Train local public health staff in surveillance protocols and techniques, data collection and reporting. • Ensure effective monitoring and analysis of Health Facility and data to identify areas in need of targeted training and supply activities. • Work with health partners to assess health facility monthly needs for malaria diagnostic and case management tools. • Manage the distribution of malaria rapid diagnostic tests and anti malaria drugs to health partners, or directly to health facility teams. • Ensure the monitoring of malaria case data and donated commodity utilisation. • Support the prevention and IEC officers to ensure standardised health seeking messages for use in IEC campaigns are developed appropriately.

Other: • Manage related human resources in co-ordination with the PM. • Represent The MENTOR Initiative at district/regional level medical health meetings with the government and NGO partners to help inform and support a co-ordinated approach to vector born disease control in the HoA emergency. • Ensure malaria epidemic reports in HoA are investigated and where needed malaria prevalence and other clinical monitoring surveys are conducted. • Assist in the creation of viable new proposals and budgets in liaison with the HoA PM. • Maintain up to date information on the status of all relevant programme areas, particularly with respect to statistical information demonstrating progress towards programme goals. • Preparation of relevant medical sections for weekly, monthly, and other ad hoc reports • Participation of relevant medical sections in weekly or more frequent planning meetings. • Development of relevant medical sections in other reporting required by grant contracts. • Support the HoA PM in assessment missions when required. • Any other duties as may be assigned by the PM and agreed with the Director.
