Purpose of the Position

You will contribute to the production of publicly available health information for Somalia to assist in planning and evaluation of health activities. You will assist in strengthening the evidence based planning and M&E capacities within the Ministries of Health in line with the GFATM proposal.

You will be expected to establish positive working relationships with partners and to lead the process ensuring that the end results are achieved.

Key Expected Results

1. You will ensure HIS standardization and dissemination:

Ensure that tools (Hospital, MCH, HP, central levels) and procedures for timely data collection, analysis and reporting are widely known, endorsed and available.
Formulate dissemination strategy (including training, printing, etc) to partner and health facility levels of new tools and procedures
Formalise a feedback system with partners.
Develop a network and engage actively with other partners working on HIS and surveillance systems.

2. You will oversee pilot areas and MOH-strengthening activities:

Provide strategic direction for the HIS component of the GFATM Malaria Grant and particularly the Phase II renewal process.

Provide oversight of and strategic guidance to CCM (an NGO) that is responsible for providing technical support in the pilot areas and to the MOH. This includes guidance on when/how to expand to previously inaccessible areas for pilot testing.

Ensure that the pilot areas meet the objective of testing the revised HIS. Carry-out supervision visits to the pilot areas and participate to meetings.

Translate learning from pilot areas to the broader HIS.

3. You will contribute to strengthening UNICEF’s HIS management and reporting:

Provide technical guidance to HIS focal points in the zones and to partners

Pool zonal data, analyze and provide feedback to the zones, USSC,
donors and partners as requested.

Provide technical input on the development of HIS software

Report on malaria indicators that will be submitted to the GFATM

Qualifications of Successful Candidate
Advanced university degree in medical statistics or epidemiology

Five years of progressively responsible professional experience in programme formulation, planning, management and evaluation of health programmes.

Fluency in English and another UN working language. Knowledge of local working language of the duty station an asset.
